• Over the past few months, Redwood City for Racial Equity (RWC4RE), an ethnically <br />diverse organization of concerned residents of Redwood City and surrounding <br />unincorporated areas, sent numerous letters to the City government asking for updates <br />about the pilot program definition. The City's replies were essentially, "we'll let you know <br />when we've decided what it will be." <br />• No public input was allowed during the Police Chiefs' collaboration on the program's <br />definition including but not limited to the dispatch workflow, identifying look of vehicles <br />and team personnel, etc. As RWC4RE expected, the program is now presented as a fait <br />accompli. <br />Other Goals <br />A presentation by the Director of the San Mateo County Behavioral Health and Recovery <br />Services indicates that "A long range goal is to develop a non -law enforcement response <br />when safety can be assured." <br />The MOU indicates that "The Parties agree to meet and confer periodically to assess <br />and revise program goals, and to add new program goals, as appropriate. This includes <br />consideration of opportunities to support BHRS Clinicians as primary responders in <br />designated situations where mental health crisis is a factor." <br />o A random revision of program goals and the addition of new goals on a random <br />basis does not make for an assessment of a pilot program. As indicated earlier in <br />this response, the time for precise and explicit goals is now.
