MuniServices is required to disclose information contained in, or derived from, those sales, <br />transaction, and use tax records only to an officer or employee of the City who is authorized by <br />resolution to examine the information. <br />MuniServices is prohibited from performing consulting services for a retailer during the term of <br />this Agreement. <br />MuniServices is prohibited from retaining the information contained in, or derived from, those <br />sales, transaction, and use tax records, after the Agreement has expired. <br />The Agreement, and MuniServices' and City's obligations with respect to confidentiality of taxpayer <br />data pursuant to the Bradley Burns Revenue and Taxation Code shall continue until final payment <br />for all services rendered. <br />Legislative and Regulatory Updates <br />MuniServices as part of its Sales and Use Tax Service monitors proposed state and federal <br />legislation to identify issues affecting the City's Sales and Use Taxes and Transactions and Use Tax <br />revenues, and, if justified, make recommendations to the City and its lobbyists. Our government <br />relations advocacy work with respect to sales and use taxes is supported with a full research unit <br />and advocacy team. <br />Consultation <br />MuniServices provides ongoing consultation services aimed at maintaining and enhancing Sales Tax <br />revenues, covering such topics as revenue forecasting, statewide trends, opportunity and threat <br />identification to the City. MuniServices often provides expert speakers on technical and legislative <br />topics for municipal meetings and will be available to present updates to the City. MuniServices <br />does all of this at no extra charge. <br />Sales Tax Analysis & Reporting Services (STARS) and Forecasting <br />Our Sales and Use Tax Analysis Reporting Service (STARS) and forecasting service provides <br />revenue information in a way that allows a better understanding of the revenue base and the <br />associated economic dynamics for client jurisdictions. The information flows from business -level <br />details through varying levels of classifications to the City-wide aggregations historically, in the <br />present and in the future by way of multi-year projections. Taken together, the comprehensive <br />information empowers the City personnel with tools to make well-informed, short-term, mid-term <br />and long-term budgeting decisions. The services directly tie budget decisions to actual cash and <br />economic conditions. <br />Analysis <br />In conjunction with MuniServices' comprehensive SUTA service, MuniServices' Sales Tax Analysis <br />Reporting Service (STARS) service includes three key features: STARS Digest, STARS Query System <br />& Accompanying Database, Quarterly Sales Tax Review Meetings and Consulting.
