7.A. - Page 1 of 36 <br />/<4-io'k <br />Redwood <br />CitylCallifornia <br />wended 1967 <br />'�Zw <br />DATE: February 8, 2021 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Continuation of Study Session on proposed Redwood City Transit District and update on Sequoia Station <br />(individual Councilmember input only; public comment accepted in writing) <br />RECOMMENDATION <br />Hold a Study Session on the proposed Redwood City Transit District, including an update on Sequoia <br />Station, and receive input on the proposed process for establishing the new District from individual <br />Councilmembers. This is a Study Session and no formal action will occur at this meeting. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Transportation and Housing <br />BACKGROUND <br />In late 2019 and early 2020, the City Council held three separate hearings on next steps for Downtown <br />planning and Gatekeeper projects. On November 4, 2019, City Council directed staff to create a Transit <br />District in the area adjacent to the existing bus and train stations and to establish a Gatekeeper process <br />to evaluate projects requesting a General Plan Initiation. On January 27, 2020, the Council authorized a <br />Memorandum of Understanding (MOU) to work with Caltrain and SamTrans and provided direction for a <br />community visioning process for the Central Redwood City area. On February 24, 2020, the Council <br />considered an initiation for the Sequoia Station development project. <br />When considering the Sequoia Station development project, the City Council and community expressed <br />concern with building heights exceeding the downtown district standards and the overall lack of balance <br />of office and residential land uses.
