7.A. - Page 3 of 36 <br />Station Redesign <br />Caltrain electrification creates the potential for expanded train service that meets the current and future <br />needs of the region. The Caltrain Business Plan developed, and the Caltrain Board adopted, a long-term <br />service vision for additional train service by 2040, with local and express trains operating at 15 -minute <br />frequencies with timed cross -platform transfers at Redwood City. This would be a large increase in service <br />for Redwood City specifically and the region more broadly. <br />This expanded service requires a four -track station in Redwood City. To improve service in line with the <br />Business Plan, Caltrain will need to acquire property to build the station and to accommodate the current <br />plan that has more tracks and platforms. The placement of the existing private buildings may conflict <br />with the required width and length of the proposed, redesigned station. To avoid impacting recently <br />constructed developments (Crossing 900/Box on the east side of the tracks and the Cardinal Apartments <br />on the west) and to meet Caltrain's platform standards, the station platforms would be lengthened <br />and shifted to the north between Brewster and Broadway. Note that these are preliminary plans and are <br />still subject to change. <br />Grade Separations <br />In partnership with Caltrain, Redwood City is studying its six at -grade rail crossings for potential changes <br />to address existing issues with the railroad (e.g. barriers between neighborhoods, delays, safety, noise) <br />and to accommodate increases in train service and new track configurations. These crossings are located <br />at Whipple, Brewster, Broadway, Maple, Main and Chestnut. Major crossings at Jefferson and Woodside <br />are already grade separated. Due to ongoing development activity along the railroad corridor which could <br />make future grade separations much more expensive and difficult, the opportunity to access more space <br />for a station and tracks through the potential redevelopment of Sequoia Station, and the fact that these <br />projects take a long time to finance and deliver, it is critical to begin the design work now. <br />Design work on grade separations has begun internally with a staff and partner agency technical advisory <br />team, which has narrowed down to four grade separation alternatives, and with the public weighing in on <br />priorities and preliminary designs through recent community surveys and question and answer sessions. <br />Study information is posted in an interactive, virtual open house, on a dedicated webpage, and through a <br />series of explanatory videos. As with the station redesign, future grade separations are merely conceptual <br />at this stage and are not yet definitive. <br />Land Development <br />Redevelopment of the Sequoia Station property is a critical component of the Transit District and of future <br />transit upgrades. The current location of certain private buildings could block the currently planned four - <br />track station design and redevelopment could offer an opportunity to proactively plan for the next stage <br />of transit service by providing the additional land in an efficient manner to the City and Caltrain. Note that <br />the current bus station property is owned by the Joint Powers Board (JPB) and is the only site that does <br />not have an active development application. The possibility of providing land to the City and Caltrain, and <br />the location of that land, is still at the planning stage and no decisions or determinations have been made. <br />Additionally, 60 affordable housing units are proposed on the former A-1 Party Rental site as part of a <br />separate 'Gatekeeper' project at 901 EI Camino Real.
