7.A. - Page 10 of 36 <br />• High -Level Station Design Concept and Dumbarton Connection — In the next few months, <br />staff will continue to work on high-level station design concepts, coordinating with the <br />Dumbarton Rail team to understand space needs for a potential connection. Specifically, the <br />Dumbarton team is coordinating with Redwood City and Caltrain staff on the future station <br />connection of the Dumbarton service with the Caltrain corridor at Redwood City Station and <br />the ongoing grade separations study through downtown. The Dumbarton work will culminate <br />this spring with a study of potential options. Next steps are to advance environmental <br />clearance and continue coordination with the region for programming of funds. <br />• Community Engagement -2022 Planning Commission and City Council Review and <br />Adoption — At the completion of the environmental review and Transit District amendments, <br />the Planning Commission will review and make a recommendation to the City Council. The <br />City Council is the final deciding body. <br />During the study session, staff will seek feedback on the development of the Transit District, including <br />these questions: <br />1. Outreach — Are there specific outreach methods/tools or specific groups that you want to see identified <br />as part of the community outreach process? <br />2. Land Use - Do you have any additional concerns or input related to the proposed land uses and densities <br />in the Transit District? <br />3. Equity — What additional equity considerations should staff focus on throughout the planning and <br />public outreach process? <br />FISCAL IMPACT <br />Environmental review, community engagement, and additional planning work for the Transit District will <br />be funded through a combination of General Plan funds, developer contributions, and grade separation <br />study funds. The current budget sets aside $550,000 towards the Transit District with associated CEQA. A <br />budget amendment may be necessary for additional funds. <br />ENVIRONMENTAL REVIEW <br />This study session is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. Establishment of the Transit District will require <br />review through an Environmental Impact Report, with technical analysis and continuing public <br />engagement. <br />In order to process the environmental review quickly, staff is considering one larger EIR process for the <br />Transit District and the initiated Gatekeeper projects in the downtown area.
