and new permits and, 3) adopt a policy that requires LEED certification for city-owned
construction.

William Bucholz, said that while a member of the Cool Cities team, he is speaking as an
architect who has provided LEED training for the last five years throughout the State. He
provided details on how the City can become LEED certified. Mr. Bucholz added that while
there is a goal to go green, there are different shades of green. He asked for some mild
standards to be implemented in the very near future.

Foster Kinney addressed Council on the issue of communications. Mr. Kinney attended
one of the Community Input Sessions but he found out about it through the newspaper. He
would have enjoyed getting information from the City and not via the newspaper. He made
comments about the information provided to Council that summarized the public input
provided at the meeting he attended. He opined that itemization in the reporting would have
been useful to Council. He appreciated the opportunity to attend the Community Input
Session.

Mayor Foust acknowledged the letter Mr. Kinney sent her regarding his communications
with the city. She has directed the City Clerk to contact him. She thanked Mr. Kinney for
his desire to stay involved.

John Dempsey, Chair of the Human Services Sub Committee of the Housing and Human
Services Committee, spoke about the job market in Redwood City. He suggested that
creating jobs in Redwood City become a Council priority. He referred to statistics from the
California Employment Development Department and the 2000 Census, and how it shows
that jobs held by Redwood City residents have dropped. He supports engaging the services
of a professional in the area of economic development.

Stacey Quezada posed questions regarding input provided at the Community Input Session
on transportation and traffic. She asked how the numbers on the spreadsheet reflected the
votes taken by the people at the meeting she attended.

Mr. Ingram provided details on how the table summarized the inputs (the numbers were
converted to percentages). He explained that staff distilled the comments made and that
the attendees were told this was going to happen. The Interim City Manager offered to re-
examine this methodology.

Ms. Quezada said that her issues were related to pedestrian safety and the need for a dog
park. Ms. Quesada expressed her concerns about safety on Jefferson Avenue and Clinton.
She opined that there is a need for a dog park, and she made certain comments about the
dog park in Redwood Shores.

Council asked clarifying questions about the challenges Ms. Quezada finds in using the
Redwood Shores dog park. The speaker provided her views on how she experiences the
dog park in Redwood Shores.

JOINT CITY COUNCIUREDEVELOPMENT AGENCY BOARD MEETING
MINUTES

FEBRUARY 25, 2008
PAGE 7
