Box 391 <br />Redwood City, CA 94063-0391 <br /> <br />Re: Plannlna Commission Meeting January 8. 2008: Item 5 San Mateo Countv <br />Community Colleae District Teacher Facultv/Staff Houslnq-Studv Session <br /> <br />Dear Honorable Chair Cronin and Members of the Planning Commission: <br /> <br />This office represents the Wood hill Estates Homeowners Association r'AssooiationU) <br />whose 68 members own homes in the residential area located approximately one <br />quarter-mlle downhill from the proposed site for the San Mateo County Community <br />College District's ("District-) Canada College Faculty/Staff Housing Project <br />("project"), across Farm Hill Boulevard. On behalf of our client, we have reviewed <br />the Staff Report for the Study Session scheduled for this evening, the Initial Study <br />and Mitigated Negative Declaration C'MND") prepared by the District. and the <br />Addendum prepared by the City of Redwood City ("City") for its future approvats of a <br />General Plan Amendment, a pre-zoning, and a Planned Development Permit for the <br />Project. <br /> <br />While we recognize that the purpose of tonight's StUdy Session is for the <br />Commission to obtain public input on the layout and design of the Project, we are <br />concemed that the environmental review conducted by the City fails to comply with <br />the requirements of the California Environmental Quality Act (tlCEQA"; Pub. <br />Resources Code ~~ 21000 et seq.). For the reasons set forth below, the City's <br />preparation of an Addendum was improper, and the City must prepare a <br />Subsequent MND or environmental impact report ("EIR"). With respect to the <br />proposed site plan and design for the Project, we request that the Commission <br />consider either reducing the height of the residential structures or relocating the <br />structures to a location farther removed from the hilftop, in a manner more <br />consistent with City regulations applicable to residential development of hills. <br /> <br />Rrst, the MND and Addendum are inadequate for purposes of the City's use in <br />approving the General Plan Amendment, pre-zoning and entitlements for the <br /> <br />Ottloe$: Walnut Creek I Palo Alto <br /> <br />WOOH\46811\7227&1.1 <br />
