(MMRP <br />Mitigation T-1). <br /> <br />Finding: Implementation of Measure T-1 would reduce potential impacts <br />from project construction activities on level of service, traffic flow, and safety to a <br />less-than significant level. <br /> <br />2. Impact on Emergency Access <br /> <br />Potential Impact 15-e: Emergency access within the campus could be <br />affected by project construction. Specifically, temporary lane closures and <br />construction-related traffic could delay or obstruct the movement of emergency <br />vehicles. (IS/MND Impact 15-e, p. 3-81). <br /> <br />Finding: The project description indicates that emergency vehicle access <br />would be retained at all times. The project description includes implementation <br />of a traffic control plan, which includes notification of emergency service <br />providers of construction activities. This potential impact is considered less-than <br />significant with implementation of Mitigation Measure T-1. No additional <br />mitigation is required. <br /> <br />6. LAND USE AND PLANNING CEQA IMPACTS FINDINGS: <br />The CEQA Initial Study checklist used to determine whether or not a project <br />would/would not cause a significant Land Use and Planning environmental impact that <br />might warrant further analysis/mitigation through a subsequent MDN or EIR asks the <br />following questions (refer to MND pages 3-49-3-51): <br /> <br />IX. Land Use and Planning: - Would the project: <br />a) Physically divide an established community? The MND sufficiently addresses this <br />question. The MND asserts that the proposed housing project would not physically <br />divide an established community since there are existing residential uses in the <br />surrounding neighborhood, including similar multi-family low density (R-3) <br />development located northeast of the project site. The MND also describes the <br />compatible, supportive nature of the proposed housing project with the existing <br />Canada College educational use. <br /> <br />b) Conflict with any applicable land use plan, policy or regulation of an agency with <br />jurisdiction over the project (including, but not limited to the general plan, specific <br />plan, local coastal program or zoning ordinance) adopted for the purpose of <br />avoiding or mitigation an environmental effect? The MND adequately describes <br />the compatibility of proposed and existing residential General Plan and Zoning <br />designations for the project site and surrounding area. There are no specific plans <br />or a local coastal program for the site or surrounding neighborhood. <br /> <br />c) Conflict with any applicable habitat conservation plan or natural community <br />conservation plan? Redwood City does not have a conservation plan or natural <br />community conservation plan. <br />
