S~tlcommittee <br /> <br />April 28, 2008 <br /> <br />SUBJECT <br />Ordinance amendment to modify parking meter rates and time periods <br /> <br />RECOMMENDATION <br />Introduce an ordinance amendment to Chapter 20, Article VII, Division 4 Sections 116, <br />117, 118. 119, 120, 133. and 134 and Chapter 20, Article VII, Division 9 Section 184 of <br />the Redwood City Code to modify the: <br />1. Hours of parking enforcement for the downtown parking meters: Change the <br />parking enforcement periods from 10 AM to 8 PM in some areas, to a consistent 10 <br />AM to 6 PM in all areas. This increases the time periods that free parking is <br />available in the downtown core. <br />2. Hourly rates of downtown parking: Simplify the hourly rate schedule from three <br />different rates to two, by eliminating the $0.75/hour meter rate and replacing it with a <br />$0.50/hour rate. This impacts metered parking on Broadway, Theatre Way, <br />Redwood Creek Crossing, and in the City Hall lot. As a result all downtown parking <br />meter rates will be either $0.25/hour or $0.50/hour, depending on location. <br />(Attachment 2 -Updated Downtown Parking Map) <br />3. Hours of parking enforcement at the Jefferson and Marshall Street garages and the <br />Middlefield lot: Update the ordinance to reflect the hours of enforcement approved <br />by Council at the August 27, 2007 City Council meeting per the updated Parking <br />Facilities Agreement between the City and RREEF, owners of the Cinema Block. <br /> <br />BACKGROUND <br />This recommendation is before the full Council as a result of the City Council Downtown <br />Committee's review. of the parking program performance since the program and <br />enforcement became fully operational in March 2007. In July of 2005 Sections 20.96- <br />20.96.21 of Chapter 20, Article VII of the Redwood City Municipal Code were amended <br />in part to establish parking meter rates and to implement a validation program for the <br />Jefferson and Marshall Street garages and the Middlefield lot. Foremost on the City's <br />list of objectives for the parking program was to improve the user experience through <br />increased availability of parking, elimination of time limits, and availability of several <br />parking options for different needs (e.g. value-driven vs. convenience-driven parking <br />choices). <br /> <br />Although the vast majority of downtown parkers have adjusted to the new program - and <br />in fact many are delighted with the features and convenience of the new meters - there <br />are still some who find the digital meters confusing, expensive, or otherwise difficult to <br />use. Although this represents a small percentage of downtown visitors, it nonetheless is <br />the antithesis of the City's customer service objective. <br /> <br />A positive customer experience is one of four overall objectives that must be carefully <br />considered and balanced for the City to achieve a successful parking program.
