<br />REPO~RT <br /> <br />6.28 <br />Page 1 <br /> <br />To the Redevelopment Agency Board from <br />the t:xecUti'l8 Qife~tor <br /> <br />April 28, 2008 <br /> <br />SUBJECT <br />Final Acceptance - 611 Heller Street Demolition Project <br /> <br />RECOMMENDATION <br />Accept, by motion, the demolition of single family structure at 611 Heller Street, and <br />authorize City Clerk to release the bonds and retention in accordance with the <br />Agreement for construction improvements. <br /> <br />BACKGROUND <br />On December 17, 2007, the City Council/Redevelopment Agency (City/Agency) <br />approved a Resolution authorizing the City Manager and the Redevelopment Agency <br />Executive Director to execute all documents pertaining to the Purchase Agreement & <br />Escrow Instructions, and authorized the immediate demolition of the residential <br />structure at 611 Heller Street. <br /> <br />The Agency received approved permits for demolition and abatement from the Bay Area <br />Air Quality Management District pursuant to a Phase I report conducted by Fugro West, <br />Inc and SCA Environmental, which cited findings of asbestos and traces of lead based <br />paint. The Agency executed a contract with Weber Construction Trucking to carry out <br />Asbestos removal and demolition of the structure for a contract amount of $53,000. A <br />Subcontract with SCA Environmental was established to monitor and certify appropriate <br />testing and removal of the asbestos contamination. Weber provided a payment and <br />performance bond in the full contract amount. The Agency is obligated to release the <br />security bonds when the project is completed and liens are released. The Agency plans <br />to record a Notice of Completion immediately upon action by the Agency Board and <br />after 35 days, release the final retention payment. <br /> <br />The demolition of the structure at 611 Heller Street is completed in accordance with said <br />documents, and to the satisfaction of the Agency. <br /> <br />ALTERNATIVES <br />Agency may elect to require additional site improvements related to preparing the site <br />for future development. <br /> <br />FISCAL IMPACT <br />There is no fiscal impact as a result of this action. The structure has been demolished <br />and disposition of the site in the future will become the City's responsibility.
