<br />6.3A <br />Page 18 <br /> <br />2. Levee tops will be inspected for areas requiring maintenance to ensure <br />safe access for emergency vehicles and maintenance vehicles. <br />3. Every five years a survey team will determine the elevations of the <br />levee segments to determine if segments are continuing to comply with <br />FEMA standards. Such determination will be made by a licensed <br />engineer or surveyor. <br /> <br />Other inspections shall be made immediately following each major high <br />water period and at such intermediate times as may be necessary to <br />ensure the best possible care of the levees, channels, pump station, and <br />appurtenances. Immediate steps shall be taken to correct dangerous <br />conditions disclosed by such inspections. Regular maintenance and <br />repair measures shall be accomplished during the appropriate season in <br />accordance with the schedule approved by the Public Works Services <br />Director. <br /> <br />Inspection of the levees shall ensure the following: <br />1. No unusual settlement, sloughing, or material loss of grade, soil mound <br />or levee cross section has taken place. <br />2. No caving has occurred on either the land side or the bayside of the <br />levee which might affect the stability of the levee section. <br />3. No seepage or saturated areas are occurring. <br />4. Drainage system is in good working condition and that such facilities <br />are not becoming clogged. <br />5. No grass or weed burning is being performed which will retard or <br />destroy the growth of vegetation. <br />6. Access roads, jogging paths on the levees are being properly <br />maintained. <br />7. Crown of levee is shaped so as to drain readily. <br />8. There is no unauthorized vehicular traffic on the levees. <br />9. There is no rodent damage along the levees. <br /> <br />Inspection personnel should fill out the Inspection and Maintenance <br />checklist for each levee segment inspected. The checklist is included as <br />Exhibit C. <br /> <br />c. Operation <br /> <br />During flood periods the levees shall be patrolled continuously to locate <br />possible sand boils, unusual wetness of the landward slope, or levee <br />breaches. The inspector should be certain that there are no indications of <br />slides or sloughs developing, that wave wash or scouring action is not <br />occurring, that no low reaches of levees exist which may be overtopped, <br />and that no other conditions exist which might endanger the integrity of the <br />structure. Appropriate advance measures will be taken to ensure the <br />availability of adequate labor and materials to meet all contingencies. <br /> <br />11 <br /> <br />April 2008 <br />
