<br />04/28/2008 <br /> <br />Determination determining that the proposed Community Development Block Grant <br /> <br />Program and approval of the Consolidated Plan, as set forth in the Application, is <br /> <br />exempt from the requirements of NEPA and CEQA as a ministerial project and does not <br /> <br />have a significant effect on the environment, and a notice of such determination has <br /> <br />been filed with the County Clerk of San Mateo County; and <br /> <br />WHEREAS, an Executive Summary and a 15-day Request for Citizen Comments <br /> <br />on the draft plan have been published for citizen comment prior to forwarding the <br /> <br />documents to Council for approval; and <br /> <br />WHEREAS, on March 13, 2008, the Housing and Human Concerns Committee <br /> <br />completed funding recommendations for CDBG and HOME and approved the final <br /> <br />Action Plan on April 10, 2008; and <br /> <br />WHEREAS, on April 1 2008, the Planning Commission reviewed the capital <br /> <br />projects included in the Action Plan and concurred that the activities conform to the <br /> <br />City's General Plan; and <br /> <br />WHEREAS, pursuant to the requirements of Section 104(a) of the Act, the City <br /> <br />has followed its Citizen Participation Plan as part of the process for determining how the <br /> <br />grant funds herein referenced will be used, and <br /> <br />WHEREAS, on April 28, 2008, the Council then held a public hearing as to all <br /> <br />matters included in the staff report of the same date; and <br /> <br />WHEREAS, this Council desires to approve the Action Plan, the Application for a <br /> <br />Community Development Block Grant and HOME Grant, and to authorize the execution <br /> <br />of all documents pertaining thereto, including all understandings and assurances <br /> <br />connected therewith. <br /> <br />Atty/Reso/Reso.1806 <br />042108 <br /> <br />14856 <br />fomerly muff# 304 <br />
