Box 391 <br />Redwood City, CA 94063 <br /> <br />Re: Planning Consultant Services for the Stanford project at the former Midpoint <br />Technology Park in Redwood City <br /> <br />Dear Jill: <br /> <br />I am pleased to submit this proposal to outline a scope of work for planning consultant <br />services for the Stanford project located at the former Midpoint Technology Park in <br />Redwood City ("the project") project. The intent of the proposed service is to provide <br />project management and oversee the processing of planning entitlements and <br />environmental review associated with Stanford University's proposal to demolish <br />537,000 square feet of existing office Research & Development space and to replace it <br />with 1,257,000 square feet of Stanford University office-related uses in ten commercial <br />buildings and 4,025 above-grade parking spaces in four parking structures. <br /> <br />Lorraine Weiss, Principal of Lorraine Weiss Design & Development Review, will <br />provide planning consultant services to manage the project which will entail a number of <br />components including: <br /> <br />1. Oversee the preparation of an environmental impact report to determine if the project <br />as proposed will create significant adverse environmental impacts including a special <br />focus on the surrounding neighborhood and/or local/regional roadway network. This <br />document will be prepared by an outside environmental planning firm selected by the <br />City. <br /> <br />2. A General Plan Amendment for approval by the City Council as the proposed project <br />is inconsistent with the "Light Industrial" (Research and Development) General Plan <br />land use designation for the site. <br /> <br />3. A Zoning Map Amendment and Precise Plan for approval by the City Council for the <br />proposed University-related office uses which are inconsistent with the "IR" <br />(Industrial Restricted) Zoning District. The required Zoning Map Amendment for <br />Precise Plans is to the "P" (Planned Community) Zoning District. <br />
