The user category far any particular premises may be revised, changed, or redesignated by Authority's Manager with the consent of City's Director upon a determination by them that the waste or wastewater characteristics af the user of such premises have changed in such manner, or to such an extent, as ta justify su�h reclassification. Any user, permittee, applican#, or other person aggrieved by a determination of Ci#y's Director made pursuant hereto may appeal such determination to Authority's Commission in accordance with the provisians of Section 27.130, et seq.; provided that references 'rn said Sec�ion to "Authocity's Manager" shail be deemed to mean "Director." C. Payment. The charges established in subdivisit�n A hereof shall be paici by the owner or occupant af the premises receiving sewerage service to the City Collector within thirty (30) calendar days after presentation of a b+li there#or, and shall be deemed delinquent if not paid within said period. Such charges may be inc{uded in the City's water bifis. D. Remedies. Upon non-payment of the charge for sewerage service within the time spec�ed in subdivision C hereof, an action may be braught in the name of the City in any court of competent jurisdic#ion against the owner or ticcupant of the premises to which such charge pertains for the collectian of such delinquent charges. If the occupant of such premises is not also the owner, such action may be brought against both the owner and occupan#, both o#whom shafl be jointfy and severa!{y liable for said charges. Water service to such premises may be discontinued by the City in the case of non-payment of the charges established in subdivision A her�of within the time required under subdivisian C hereof. The remedies herein estabiished shalf be cumulat�ve and in addition to any and all other remedies available to the City for the col[ection of sewer service charges." SECTION 2. This ordinance shall be effective thirty (30) days after its adoption; provided, ho�ever, that the ra#es and charges estabiished pursuan# to this ordinance sha�l be aperative June 20, 2008 (the "Operative Date"}.
