The term "structures" is <br /> defined as commercial, retail, and affice buildings, theaters, auditori�rms, schools, <br /> hote�s, apartments, condominiums, barracks, dormitaries, jails, prisons, and <br /> reforrnatories and other structures as determined by the State Department of Publlc <br /> Health (previously the Department of Heaith Services). <br /> California Wa#er Code also declares that the use of potable domestic water (drinking <br /> water)for non-potable uses, including, but not limited ta, cemeteries, goif course, parks, <br /> highway landscaped areas, and industrial and irrigatiQn uses, is a waste or an <br /> un�easonabie use of t�he water witfiin the meaning of Section 2 of A�ticle X of the <br /> California Constitution if recycled water is available (and which meets other criteria}. <br /> The attached Recycled Wafer Use Ordinance Facf Sheet summa�izes the ordinar�ce <br /> purpose, the orclinance inclusions, the required and voluntary uses o# recycled water, <br /> and the uses for which recycled water will not be required. Also attached are the <br /> proposed ordinance and the Recycled Water Service Area map. <br /> Tremendous outreach efforts occurred throughout the development of the Recycled <br /> Water Use Ordinance. This was so that s#aff could gain insight into the p�rspective of <br /> both the development and public communities on the requirements of the proposed <br /> ordinance. The f+rst discussion of the draft ordinance occurred with the Redwood City <br /> Chamber of Commerce on March 4, 2008 and was foflowed by a gathering of the local <br /> devefopment community on March 6, 2008. � <br /> To prepare for a March 11, 2008 Public Workshop on the Recyc{ed Water Use <br /> Orclinancs, staff sent an email broadcast to various groups and past participants of <br /> workshaps inciuding the Recycled Water Task Force, the Urban Water Managemenfi <br /> Plan, the Water Rate Study and Redwood City's Board of Building Review inviting them <br /> to attend. Staff included an article in Redwaod City's March 3, 2008 edition of E-News <br /> notifjring readers of the upcoming warkshop. Staff atso sent out a press release of the <br /> workshop ta the Redwood City Daiiy News, San Mateo County Times, San Mateo Daily <br /> Journal, San Francisco Chronicle, San Jose Mercury News and the San Francisco <br /> Examiner/Independent to encourage readers to attend. <br /> Twenty members of the pubiic were present at the March 11 workshop which was <br /> professionalty facilitated by the Peninsula Conflict Resolution Center. The participants <br /> had a variety of comments on tfie draft ordinance which are summarized in the attached <br /> report. Folfowing these outreach efforts, staff retumed ta #he Utilities Committee for <br /> guidance and direction. The Utilities Committee approved of the draft ordinance and <br /> agreed with staff to make this recommendation for Council consideration. <br />
