7A <br /> Page 2 <br /> California requirements and the preservation of the public health, safety and weifare, <br /> and the environment. <br /> The Water Code declares that the use of potable domestic water (drinking water) for <br /> toilet and urinal flushing in struct�res, as defined, is a waste or an unreasonable use of <br /> water if suitable recycled water is available for those uses. The term "structures" is <br /> defined as commercial, retail, and office buildings, theaters, auditoriums, schools, <br /> hotels, apartments, condominiums, barracks, donnitories, jaiis, prisons, and <br /> reformatories and other struc#ures as determined by the State Department of Public <br /> Health (previously the Department of Health Services). <br /> California Water Code also declares that the use of potable domestic water (drinking <br /> water}for non-potable uses, including, but not limited to, cemeteries, golf caurse, parks, <br /> highway landscaped a�eas, and industrial and irrigation uses, is a waste or an <br /> unreasonable use of the water within fhe meaning of Section 2 of A�ticle X of the <br /> California Cons#itution if recycled water is availabie (and which meets ather criteria}. <br /> The attached Recycled Wafer Use Ordinance Facf Sheef summarizes the ordinance <br /> purpose, the orclinance inclusians, the required and valuntary uses of recycled water, <br /> and the uses for which recycled water wil! not be required. Also attached are the <br /> proposed ordinance and the Recycied Water Service Area map. <br /> Tremendous outreach efforts occuITed throughout the development of the Recycled <br /> Water Use O�ciinance. This was so that staff couid gain insight into the perspective af <br /> both the development and public communities on the requirements of the proposed <br /> ordinance. The �irst discussian af the draft ordinance occurred with the Redwood City <br /> Chamber of Commerce on March 4, 2Q08 and was folfowed by a gathering of the loca! <br /> development communi�y on March 6, 2008. � <br /> To prepare for a March 11, 2008 Public Workshop on fhe Recycfed Water Use <br /> Ordinancs, staff sent an email broadcast to various groups and past participants af <br /> workshops including the Recycled Water Task Force, the Urban Water Management <br /> Plan, the Water Rate Study and Redwood City's Board of Building Review inviting them <br /> to attend. Staff included an article in Redwaod City's March 3, 2008 edition of E-News <br /> notifying readers of the upcoming warkshop. Staff also sent out a press release of the <br /> workshop to the Redwood City Daily News, San Matea County Times, San Mateo Daily <br /> Journai, San Francisco Chronicie, San Jose Mercury News and the San Francisco <br /> Examinerllndependent to encourage readers to attend. <br /> Twenty members of fhe public were present at the March 11 workshop which was <br /> professionally facilitated by #he Peninsula Conflict Resolution Center. The participants <br /> had a variety o#comments on #he draft ordinance which are summarized in the attached <br /> report. �olfowing these outreach efforts, staff retumed to #he Utilities Committee �or <br /> guidance and direction. The Utilities Commi�tee approved of the draft ordinance and <br /> agreed with s#aif to make this recommendation for Counci! consideration. <br />
