6.1 D <br /> R�P�RT Page 1 <br /> To the Mon����1e I�ay�or and Ciiy Cvun�ii <br /> Fr�m '�#�e �� ' I�Aan �r <br /> May 12, 2008 <br /> SUBJECT <br /> Professional services agreement for engineering design senrices for the Gienwood <br /> Pump Station improvements Project <br /> RECOMMENDATION <br /> Apprave, by motion, an agreement with RMC Water and Environment af San Jose to <br /> provide engineering design services for the Gfenwood Pump Sta#ian Impro�ements <br /> Projecfi in an amou� not to exceed $106,082.75 and authorize #he City Manager to <br /> increase the contract amount up to 1U% if necessary. <br /> BACKGROUND <br /> The Gienwood Pump Statian was designed by Frahm, May, Kel, & Edler and <br /> constructed by the City in 1964 in the vicinity of Garrett Park an land owned by the San <br /> Francisco Pubfic Utitities Commission for Bay Division Pipel�ne Nos. 3 and 4. Glenwood <br /> Pump Station receives water through direct connection to the pipelines and conveys the <br /> water ta the 1.0 million gallon Lakeview Reservoir, located at 815 Lakeview Way, for <br /> storage and distribution. <br /> The G{enwood Pump Station Projec# is necessary to ensure the confiinued reliability of <br /> potable water service to customers and the safekeeping of an emergency water storage <br /> facility. The current pump station is enclosed only by a chain iink fence #hat provides <br /> negligible security and no protection from the environment. As well, aperations at the <br /> pump station are subject to disruptions in PG&E electrical service. The proposed <br /> project wi{i provide a small, secure structure to house the pumps, the electrical and <br /> telemetry contral equipment, and an emergency s#and-by generatar. Housing the <br /> equipment increases both the security and reiiability of the pump statian opera#ions <br /> thereby reducing the need for maintenance. <br /> RMC Water and Environment responded fo a Request for Proposal circuiated to four <br /> engFneering consultants in November 2007. After receipt and review af three proposals, <br /> RMC Water and Environment was deemed to be the best qualified firm for this project <br /> with ex#ensive experience in this specialized field. The staff of RMC Water and <br /> Environment is familiar with the City's standards and requirements. <br /> ALTERNATtVES <br /> Council rnay choose not to approve fhe praposed Agreement and direct staff to <br /> interview other quali�ed firms. <br /> FISCAL iMPACT <br /> Funds for the design of the improvements have been approved and appropriated in the <br /> budget #or Fiscat Year 2Q07108 --Water Fund Capital Projects, Glenwood Pump House <br /> & Generator which has a current[y available balance of$132,158. Additional funding for <br /> the construcfion af the facilities wiil be considered fo� apprapriation during the budget <br /> process for �iscal Year 2008/09. <br />
