6.4A <br /> REPflRT Page 1 <br /> To the Honorable N�ayor and City �ouncif <br /> Frore� the �ifiy Ma�ager <br /> May 12, 2a08 <br /> SUBJECT <br /> Ordinance to amend speed limits, Redwood City Code Sectian 20.44 <br /> RECOMMENDATION <br /> lntroduce an ordinanc� to amend Chapter 20, Article 1V, Section 20.44 of the Redwood <br /> City Code to update the legal speed limit on various designated streets. <br /> BACKGROtJND <br /> City Cade Se�tion 20.44 designates speed limits on certain streets based on the <br /> recommended speed established by a Engineering and Traffic Survey. Several of the <br /> s#�eet segments fisted in Section 20.44 are now outdafed based on the most recent <br /> Surveys. Staff proposes amending the Code to lower the speed limit on the street <br /> segments listed below to 25 MPH. All ofi these segments are currently designated as <br /> 3d MPH in the Code. The speed limit wi[I revert to 25 MPH when these street segments <br /> are removed from the Code. <br /> • Brewster Avenue —between Nevada Street and EI Camino Real <br /> • Broadway-- between Fifth Avenue and Secand Avenue <br /> • Hopkins Avenue -- between Alameda de ias Puigas and EI Camino Real <br /> • Redwood Avenue-- befinreen EI Camino Real and Virginia Avenue <br /> • Roosevelt Avenue -- befinreen Ei Camino Real and Foothill Street <br /> • Whipple Avenue — betw�en Alameda de las Pulgas and EI Camina Reai <br /> Periodic updates to the Surveys are required to re-estabfish the speec! limit. Survey <br /> criteria include prevaiting speed, accident rate, street or roadside conditions not readily <br /> apparent to the driver, and �esidentiaf density of the street segrnent. <br /> Staff has received multiple requests over time from area residents for lowered speed <br /> limits to calm traffic and improve the pedestrian environment in their neighborhood. <br /> Staff has developed an educationa! outreach program ta inform drivers of the reduced <br /> speed limit i# the proposed ordinance is adopted. The program includes advance <br /> notificatian of impending changes to area �esidents and portable message signs posted <br /> on fihe subject streets upon implementation for a one-week period. <br /> ALTERNATIVES <br /> Cauncil may choose not to approve the speed limit reductions an a#I or some of the <br /> identified street segments and direct staff ta maintain the currer�t 30 MPH speed limit. <br /> FISCAL IMPACT <br /> The cost to replace speed limit signs on each s#reet will be approximate�y $4,000. <br /> Fun�s have been appropria#ed from the Gas Tax Construction Fund, and the Traffic <br /> Mitigation Fees Fund, Traffic Calming Programs. <br />
