BAY AREA WATER SUPPLY AND CONSERVATION AGENCY

EXHIBIT A

A. SCOPE OF SERVICES

Summary

A database system for the washing machine rebate has already been created for BAWSCA by
the City. This program is being used to manage the rebates for the Bay Area washing machine
rebate program currently being implemented with PG&E as the rebate processor.

Task 1:

BAWSCA receives weekly files of rebates from PG&E which are then uploaded to BAWSCA's
database system. In addition to the weekly files, BAWSCA also receives monthly reports of
rebates paid and denied. These monthly reports are used to check and confirm the total
number of rebates and total dollar amount listed on PG&E's invoices. BAWSCA has requested
that the City create a new report feature in the database system that will use the data in the
monthly report and show all rebates that have already had check issued vs. those that have
not. This new report will serve as an additional process to double-check and confirm the
number of rebates being charged for on PG&E's invoice. In order to create this new report, the
City will have to spend approximately 10-12 hours of programming time.

Allocated Budget: $1,500

Task 2:

It is expected that there may be additional needs for modifications to the database system,
including unforeseen reports that need to be created, as the database program implementation
continues. City will provide technical support at BAWSCA's direction and on an as-need basis.
Such work will be agreed to by City and BAWSCA and will have an associated time and budget
allocation.

Allocated Budget: $7,500

6
