<br />REPORT <br /> <br />6.1C <br />Page 1 <br /> <br /> <br />May 19,2008 <br /> <br />SUBJECT <br />Grant assistance from the Metropolitan Transportation Commission, <br /> <br />RECOMMENDATION <br />Approve, by motion, acceptance of grant assistance from the Metropolitan <br />Transportation Commission's Regional Signal Timing Program and authorize City <br />Manager to execute the related Waiver of Claims and Indemnification Agreement. <br /> <br />BACKGROUND <br />The Metropolitan Transportation Commission (MTC) has selected Redwood City as a <br />grant assistance recipient of their Regional Signal Timing Program (RSTP). As part of <br />this program, MTC offers professional consulting services rather than grant funds to <br />improve signal operations and reduce travel time and delays on local area roadways. <br />MTC will retain and pay for a consultant to review and revise the timing of 22 traffic <br />signals in the downtown and extended downtown area, including signals along Brewster <br />Avenue, Broadway, Marshall Street, Jefferson Avenue, Main Street, Middlefield Road, <br />Jefferson Avenue, and EI Camino Real. Staff is not likely to be able to perform this <br />project in-house during the next year. Estimated value of the grant assistance is <br />$37,400. <br /> <br />MTC requires the City to enter into an agreement in order to receive grant assistance. <br />The salient points of the Waiver of Claims and Indemnification Agreement proposed by <br />MTC are as follow. <br />. The City waives any and all claims against MTC for any loss liability or damages <br />resulting from the agency's participation in the program. and <br />. The City agrees to indemnify, hold harmless, and defend MTC against any and all <br />third party claims that may result from the Agency's participation in the program. <br /> <br />AL TERNA TIVES <br />Council may choose not to enter the proposed agreement with MTC. The City would <br />then be ineligible to receive grant assistance from MTC. <br /> <br />FISCAL IMPACT <br />Nominal labor costs for staff to monitor the project, review deliverables, and implement <br />signal timing changes will be incurred as a resutt of this a~io~.
