In addition, there is currently, a <br />multi-family housing proposal being pursued with respect to Canada College. This <br />proposal includes annexation of additional land into Redwood City. This proposed project <br />would not be covered by the initiative. <br /> <br />6. San Francisco Bay water. Would the initiative apply to San Francisco Bay <br />water? <br /> <br />Yes, the initiative applies to areas with a General Plan designation of "San <br />Francisco Bay Water" and Zoning Code designation of "Tidal Plain", both of which cover <br />San Francisco Bay water within the City of Redwood City's boundaries. At the same time, <br />most of this area is federal-, state- or county-owned, and as a result, would be exempt from <br />the initiative. However, there are several privately-owned parcels that may be affect by the <br />initiative. <br /> <br />7. Docks on San Francisco Bay waters. Would the initiative apply to the building <br />of docks associated with facilities on or near the San Francisco Bay waters? <br /> <br />To the extent the building of docks and associated facilities on the San Francisco <br />Bay waters are to be constructed by property owners other than the City of Redwood City <br />or the federal, state, county governments or a rapid transit district, the initiative would <br />generally apply, However, depending upon what other types of special districts or public <br />agencies might seek to build such docks and associated facilities, other statutory <br />exemptions may apply. <br /> <br />8. West Point Marina. Would the initiative apply to West Point Marina? <br /> <br />The project is currently under construction and all entitlements have been granted <br />by the approving agencies. The existing use pennit describes a multi-phase build out. In <br />the event that the project changes significantly from the existing plan described in the <br />environmental review and use penn it, it is possible that the initiative could apply to those <br />changes. <br /> <br />9. The Oracle Site. Would the initiative affect the Oracle site (known as Area E)? <br />In particular, would two-thirds voter approval be required to construct a child- <br />care center on the Oracle site? <br /> <br />No, the Oracle site is somewhat unique because it consists of land that is both in the <br />City of Redwood City and in the City of Belmont. In 1996, Oracle proposed an office <br />complex for the site and because the building would cross over the juriSdictional boundary, <br />it was decided that Redwood City and Belmont would work. together on the project but that <br />Belmont would be the lead agency for purposes of approving the building. The Cities <br />entered into a Lead Agency Agreement to handle the coordination effort for the site. In <br />1998, the Belmont Redevelopment Agency entered into a Development Agreement with <br />Oracle that covered the construction of the complex. The Development Agreement sets <br />forth the permissible uses and restrictions for the site. <br /> <br />7 <br />
