<br />78 <br />Page 9 <br /> <br />extraction of oyster shells or other deposits from San Francisco Bay; and (3) public parks <br />and public recreation areas or facilities. In addition, the following uses are permissible if <br />they are subordinate and incidental to one of the uses listed above: (1) living quarters of <br />watchmen or caretakers; (2) offices necessary to the conduct of a principal use; (3) parking <br />lots, garages, and stables; and (4) other accessory uses and structures customarily <br />appurtenant to a principal use. The following are permissible conditional uses of lands <br />zoned ''Tidal Plain": (1) commercial recreation areas; (2) outdoor theatres, golf driving <br />ranges, swimming pools, carnivals, circuses; (3) airports, race tracks, and rodeo or <br />exposition grounds; (4) dirt. gravel, rock or fill businesses not including concrete or asphalt <br />batch plants; (5) public or private sewage disposal plants or production of fertilizer <br />therefrom; (6) equipment or materials storage or salvage yards, petroleum or inflammable <br />liquids storage and explosive storage or testing; (7) sanitary land fill operations; (8) radio, <br />radar, or television transmission or receiving facilities; (9) public or quasi-public uses; <br />(10) refuse or garbage disposal; and (11) warehouses and storage buildings. <br /> <br />Restored wetlands are the only permissible use in the "Redwood Shores Bay Front" <br />zoning district. In addition, educational facilities for public or nonprofit institutions are <br />permissible accessory uses, Presumably conditional uses are: (1) commercial recreation <br />areas or facilities including playfields. golf courses and/or driving ranges, parks. marinas, <br />and swimming pools; (2) public or private wastewater treatment plants in conjunction with <br />the operation and maintenance of the existing South Bayside Authority facility; <br />(3) community centers and libraries; (4) household storage/warehouse facilities; <br />(5) churches, synagogues, and other places of religious worship; (6) radio or other <br />electromagnetic transmission and receiving antennas and related facilities; and (7) any <br />other uses not otherwise listed in this article which is determined by the Zoning <br />Administrator, after a public hearing, to be of the same general character as the uses <br />permitted by this article and is not inconsistent with the purposes of this article. <br /> <br />Fiscal Impact <br />The staff report for April 14, 2008 regarding this matter articulated the related election <br />costs associated with the processing of the proposed measure. The City Clerk has <br />estimated that the direct cost of conducting a count of the raw number of signatures is <br />approximately $2200. The estimated cost of verifying the signatures and conducting the <br />election in November of 2008 would be $6500 and $45,000 respectively.
