<br />5.3C <br />Page 1 <br /> <br />REPORT <br /> <br /> <br />June 9, 2008 <br /> <br />SUBJECT <br />Supplemental Agreement V to Joint Exercise of Powers Agreement for the South <br />Bayside System Authority (SaSA) <br /> <br />RECOMMENDATION <br />Authorize, by resolution, approval to amend Section 3.5 of the Joint Exercise of Powers <br />Agreement regarding the powers of the Manager of the Authority <br /> <br />BACKGROUND <br />The cities of Belmont, Redwood City and San Carlos and the West Bay Sanitary District <br />entered into an agreement entitled .the "Joint Exercise of Powers Agreement - South <br />Bayside System Authority" on November 13, 1975. In subsequent years, there have <br />been four supplemental agreements that amended certain specified provisions of the <br />original agreement: <br /> <br />. Supplemental Agreement I on June 8, 1977 <br />. Supplemental Agreement II on June 1, 1983 <br />. Supplemental Agreement III on April 26, 1984 <br />. Supplemental Agreement IV on September 18, 1985 <br /> <br />The SBSA Commission requests and Council Utilities Committee recommends the City <br />Council's favorable consideration and authorization of the proposed Supplemental <br />Agreement V - "Proposing Amendment to Section 3.5 of Joint Exercise of Powers <br />Agreement Establishing the South Bayside System Authority Relating to Limitations <br />upon the Contracting and Purchasing Authority of the Manager of the Authority." The <br />current spending limits for the Manager's approval were set in 1975, are low and not <br />practical under the current economic conditions. Briefly listed below are the old and <br />new spending limits for the Authority Manager's by purchase or activity, as provided for <br />in the approved SBSA budget: <br /> <br />Cateoorv <br />.
