<br />78 <br />Page 2 <br />Capacity Fee for a single-family residential unit will be $2,135.70, and significantly <br />increased from the current fee of $715.50 calculated at $2.65/gallon. <br /> <br />At the same time the Wastewater Treatment Capacity Fee is increased, staff <br />recommends a modification to the City's formula used to calculate the fee. This <br />modification does not increase the fee per se but results in a formula that better <br />correlates with SBSA's calculation methods. Currently, the City calculates the fee <br />based on estimated volume and waste characteristics such as concentration of <br />suspended solids and biochemical oxygen demand. SBSA calculates the cost of <br />treatment solely based on volume. No benefit to the City is lost by simplifying the <br />current calculation and it is an improvement for comparative purposes. <br /> <br />ALTERNATIVES <br />Council may choose not to increase the Wastewater Treatment Capacity Fee, or <br />increase the fee to some amount less than $7.91 and use other funding sources to <br />assist in the purchase of wastewater treatment capacity from SBSA <br /> <br />FISCAL IMPACT <br />There is no fiscal impact to the City if Council approves the fee increase. The City will <br />continue to collect and forward fees to SBSA to purchase the wastewater treatment <br />capacity required by new development. <br /> <br />If Council chooses not to increase the fee, the City is obliged to provide additional funds <br />to compensate for the difference between fees collected ($2.65/gallon) and the current <br />cost of treatment capacity ($7.91) for all new development.
