Staff from Equipment Services, along with the
Fire Department's Apparatus Committee, has been working with multiple fire truck
manufacturers on vehicle specifications and optional equipment which meets Redwood
City's fire pumper truck standard. This new pumper will come equipped with the same
standardized optional equipment as our other fire pumpers and also meet the current
EPA emission standard for the diesel engines. Redwood City Code, Chapter 2, Article
VII, Section 2.80 "Open Market Purchasesn makes it possible for the City to realize
savings from competitive open market bids. The base unit price without taxes for the
Town of Lenox fire pumper is $465,000.00, however, Redwood City's unit will be
$472,139.00 without taxes due to the addition of standardized optional equipment.

Redwood City currently has three Seagrave fire pumper trucks in service and has found
Seagrave to be a reputable manufacturer who has over 500 fire trucks in the State of
California.

ALTERNATIVES
If approved, delivery of this fire pumper will be within the next 12 to 14 months. The
alternative of going out to bid would probably not result in any cost savings, since the
Town of Lenox's bid was a recent competitive bid process in which Seagrave was the
lowest responsible bidder.

FISCAL IMPACT
Funds for the purchase of this replacement fire engine were approved by the City
Council in the Fiscal Year 2007/2008 Equipment Replacement Fund Budget in the
amount of $440,000.00. The remaining balance of $71,090.47 will initially be financed
from retained earnings in the Equipment Replacement Fund. This amount will be
SUbsequently recovered from the operating budget of the user department through the
vehicle replacement charges in future years. Fire apparatus costs have increased
dramatically over the last few years.
