<br />S.3A <br />Page 1 <br /> <br />REPORT <br /> <br />To the HonorabJe Mayor and City Council <br />From the City Manager <br /> <br />June 9, 2008 <br /> <br />SUBJECT <br />Levy of Benefit Assessments for Fiscal Year 2008/2009 for the Seaport Centre <br />Maintenance District, Seaport Boulevard Landscape Maintenance District, and the <br />Redwood Shores Landscape Maintenance District 1995-1. <br /> <br />RECOMMENDATION <br />Adopt three (3) separate resolutions to: <br />1. Order the Levy of Benefit Assessments for FY 200812009 for the Seaport Centre <br />Maintenance District in the amount of $187,000.00; <br />2. Order the Levy of Benefit Assessments for FY 200812009 for the Seaport Boulevard <br />Landscape Maintenance District in the amount of $212,500.00, and <br />3. Order the Levy of Benefit Assessments for FY 200812009 for the Redwood Shores <br />Landscape Maintenance District 1995-1 in the amount of $190,175.24. <br /> <br />BACKGROUND <br />These three small districts were formed to pay for the maintenance of facilities that <br />were determined to require a level of service greater than regularly required. The <br />Seaport Centre Maintenance District was established in 1987 to pay for the <br />maintenance of stormwater pump stations, sewage pump stations, and levee systems. <br />The Seaport Boulevard Landscape Maintenance District, established in 1987, and the <br />Redwood Shores Landscape Maintenance District, established in 1995, pay for the <br />maintenance of additional landscaping. <br /> <br />The districts are annually and individually assessed to allow taxes to be levied and <br />collected by the San Mateo County Tax Controller and Collector's Office. Both the <br />Seaport Centre Maintenance and the Seaport Boulevard Landscape Maintenance <br />Districts are in the fourth year of their approved five-year budgets. The agreement for <br />the Redwood Shores Landscape Maintenance District allows for an increase in the <br />assessment amount based on escalating labor costs. For FY 2008/2009, the maximum <br />allowable adjustment of 3.5% is made. Related budgets, assessments, and City <br />Manager's Report are available for review in the City Engineer's Office. <br /> <br />AL TERNA TlVES <br />Council may choose not to authorize one or more of the tax levies, and consequently, not <br />provide additional services to area property owners. Reduced maintenance levels of some <br />systems such as sewer pump stations, storm pump stations, and levees may compromise <br />public health and safety. <br /> <br />FISCAL IMPACT <br />The districts' finances are separate from the City's General Funds; therefore, this action <br />has no fiscal impact to the City, unless Council decides to use General Funds to <br />subsidize the districts' operations. <br />
