6.1E
1 of 8

June 23, 2008

SUBJECT
Crossing Guard Service

RECOMMENDATION
Authorize the City Manager to enter into a one-year contract with All City Management
Services to provide crossing guard service for fiscal year 2008-2009.

BACKGROUND
Since fiscal year 1999-2000 the City has contracted with All City Management Services
to staff eighteen school crossing guard posts. The current contract expires on June 30,
2008. The City chose to contract with All City Management Services to provide
crossing guard services in lieu of maintaining a staff of part-time non-sworn police
department personnel.

Previously, the Police Department managed and staffed crossing guard posts but found
it difficult to conduct supervisory oversight and maintain crossing guard staffing.
Staffing vacancies had to be filled through the use of Community Service Officers or
Police Officers, necessitating the reassignment of personnel from patrol, traffic, and
investigations. These reassignments resulted in fewer police officers and Community
Service Officers available for calls for service and less time available for proactive law
enforcement and criminal investigation.

All City Management Services maintains on-call employees to fill vacancies as needed,
provides training, equipment, and supervision for its employees and provides liability
coverage.

All City Management Services remains the only private vendor in our area, which
provides crossing guard services.

ALTERNATIVES
(1) Decline the contract extension and no longer provide for crossing guard services.

(2) Decline the contract extension and direct the Police Department to hire and
maintain a staff of part-time personnel to provide crossing guard services.

FISCAL IMPACT
This contract will compensate All City Management Services at the rate of $13.76 per
hour for each hour of crossing guard service. This is the same rate paid to All City
Management for service in the prior fiscal year; there is no increase. The total number
of contracted hours for fiscal year 2008-2009 is 13,758 at a cost of $189,310. The
Police Department will absorb these costs through budgeted funds.

1
