REPORT

6.1F
ag 1 of 24

To the Honorable Mayor and City Council
from the Oi M.~na ~r

June 23, 2008

SUBJECT
Dedication of City Service Easements at Westport Office Park in Redwood Shores at
Bridge Parkway and Island Drive for purposes of Recycled Water Pipeline

RECOMMENDATION
Accept, by motion, the dedication of a City Service Easement granted by the owners of
Westport Office Park for the purpose of the construction of recycled water pipeline, and
direct the City Clerk to record deeds for this easement with the County of San Mateo.

BACKGROUND
The ninth recycled water distribution pipeline construction project, Redwood City
Recycled Water Project - Phase I - Redwood Shores Distribution System -- Bid
Package 9 - Island Drive, Bridge Parkway (in Westport Office Park), will be available for
bidding next month. Piping will be extended along Island Drive and Bridge Parkway for
the purpose of serving a large demand for recycled water at Westport Office Park. The
recycled water demand for irrigation use at Westport Office Park is estimated at 65 acre
feet per year, or 58,000 gallons per day. Piping to meet the demand at Westport Office
Park also secures the most expeditious configuration for future piping to serve other
northern jurisdictions.

Most of the pipe for Bid Package 9 will be installed on the property of the Westport
Office Park. The City requires utility service easements for all City infrastructure placed
on, in, or above private property and Westport Office Park, LLC, and the land owners,
The Prudential Insurance Company of America, Inc., have offered a dedication of City
Service Easement for the purpose of construction and future maintenance.

ALTERNATIVES
Council may choose not to accept the easement offered by Westport Office Park, LLC,
and The Prudential Insurance Company of America, Inc., which would be contrary to
prior Council policy and limit the potential for development of recycled water facilities.

FISCAL IMPACT
There is no fiscal impact as a result of this action. The dedication of City Service
Easement is offered at no cost by the property o..wners in ret~rn lor access to recycled

water. \t~ C{ut=--V~

Phong Du, P.E.
