Provide a better description of the relationship between the Oracle <br />lands and the relationship between Redwood City and Belmont. <br />(p.42) <br /> <br />Response: The Oracle office campus covers a large area in Redwood Shores. The <br />parcels that surround the lagoon on Marine Parkway have a recorded <br />Development Agreement with the City of Redwood City which sets <br />permissible development and uses in the office complex. Moreover, these <br />parcels are not covered by the initiative because they do not have land <br />designations listed in the initiative. <br /> <br />The smaller parcel across the Belmont Slough arguably could come within <br />the initiative because a portion of it has an "Open Space" general plan <br />designation. However, it also has a recorded Development Agreement <br />with the City of Belmont Redevelopment Agency even though the land is <br />in the City of Redwood City, and under that agreement. (The Cities of <br />Belmont and Redwood City entered into a Lead Agency Agreement in <br />1988 to handle the coordination effort of the site with the City of Belmont <br />being the entitlement agency). The Oracle parcels are essentially built out <br />and are governed by their respective Development Agreements. <br /> <br />14. For the Preserve at Redwood Shores, could the City set aside some <br />of the wetlands acreage for play fields without triggering the two- <br />thirds voter requirement? How would the initiative affect the public <br />park designated within the Preserve at Redwood Shores? <br /> <br />Response: The Preserve at Redwood Shores has general plan designations of <br />School, Medium Density Residential, Public and Quasi-Public and Open <br />Space. The wetlands area of the Preserve lies within the Open Space <br />designated area and thus would be covered by the initiative, To the extent <br />a portion of the wetlands area would be developed for public park or public <br />recreational activities or facilities, such a development would be consistent <br />with the purposes of the initiative and therefore would not trigger the two- <br />thirds voter approval. <br /> <br />As stated in the May 19, 2008 staff report, the park site is also covered by <br />the initiative and therefore could not be used for any "Non-Open Space" <br />use without two-thirds voter approval. <br /> <br />The proposed public elementary school has a general plan designation of <br />"School." In order for the school lands to expand into the wetlands (which <br />has a General Plan land use designation of "Open Space"), a General <br />Plan amendment would be required. In such an instance, the amendment <br />would be seeking to change some of the Open Space land to a non-Open <br />Space Use (School), and therefore the two-thirds voter approval <br />requirement would be triggered. <br /> <br />10 <br />
