What are the election costs associated with the initiative? <br /> <br />Response: The San Mateo County Elections Office has estimated that the costs for a <br />special standard election (polling places and mail) for Redwood City would <br />be between $6 and $7 per voter. The current number of registered voters <br />is 35,265 and therefore, the total would be between $211,690 and $246, <br />855. If the issue is combined with a general election, the cost is <br />approximately $45,000. Those costs, however, are just the amounts the <br />City would be required to pay the County for any election that would be <br />required to be held under the initiative and would not include the costs <br />associated with staff time preparing the issue for an election. In addition, <br />translation and publishing costs in three languages are not included. <br /> <br />20. Provide the amount of staff and outside consultant time spent on the <br />proposed initiative. <br /> <br />Response: Two members of planning management staff estimate that they are each <br />spending at least 8-10 hours per week conducting research and <br />responding to inquiries about the proposed initiative. This work includes <br />providing support to the City Attorney, supervising production of new maps <br />and data analyses, and assessing possible impacts on the new general <br />plan and other related development issues that are brought to the City's <br />attention. Thus, approximately 16 hours per week, or about 40% of a <br />planning management level full time equivalent (FTE) has been dedicated <br />to the proposed initiative since mid-March. In addition, the GIS Analyst <br />spent at least 50% of his time researching and refining maps and data <br />sets in March, April, and May, 2008. The GIS Analyst is a half time <br />position, thus this effort represents approximately 25% of an FTE at this <br />level. Other management level staff members from Parks, Recreation and <br />Community Services and Community Development Services, as well as <br />from the Port, have provided additional support to the City Attorney and <br />planning management since March 13, 2008. <br /> <br />During May 2008, the City clerk has expended one-fourth of her time <br />working on the proposed ballot measure. The deputy City clerk has spent <br />approximately 15% of her time on the proposed ballot measure. <br /> <br />Since March of this year, the City attorney has expended between one- <br />half to two-thirds of his office hours on the proposed ballot measure. In <br />addition, special election counsel, Tom Willis has expended approximately <br />110 hours on issues related to the initiative. <br /> <br />13 <br />
