'. <br />. . <br />. . <br />. . <br />. . . .. . .. <br />. . . . . <br />q. . . . <br />. .. - . <br /> <br />T~~e~~~~~.~IiI~r~a <br /> <br />July 7, 2008 <br /> <br />SUBJECT <br />Professional Services Agreement with Green Environment Inc. for the remediation of <br />the Bradford Parcels <br /> <br />RECOMMENDA nON <br />Approve, by motion, the Professional Services Agreement with Green Environment, Inc. <br />for an amount not to exceed $125,692 to prepare the Removal Action Workplan and <br />remediate the Bradford parcels. <br /> <br />BACKGROUND <br />The Agency has been continually seeking opportunity sites to increase, improve and <br />preserve the supply of low and moderate income housing in Redwood City. In August <br />2004, the Agency purchased Assessor Parcel Number (APN) 052-037-020 (707 <br />Bradford Street). In November 2006, the Agency bought the adjacent undeveloped <br />parcel, APN 052-037-017 (777 Bradford Street). These two parcels, combined with two <br />abutting City owned undeveloped parcels - APN 052-372-240 and 052-372-999 near <br />Main Street would provide a contiguous area of approximately one acre to develop an <br />affordable senior housing and possible childcare project. <br /> <br />On April 14, 2008, the Agency approved the Environmental Oversight Agreement <br />(EOA) to allow the California Department of Toxic Substances Control (DTSC) to <br />facilitate the remediation. The EOA includes the preparation of the Removal Action <br />Workplan, which is a detailed engineering plan that describes the techniques and <br />methods in the removal action. The Agency requests the services of Green <br />Environment Inc., an environmental, health and safety consulting firm to conduct the <br />remediation in two phases: 1) preparation of a Removal Action Workplan and 2) <br />removal of the soils located in an isolated area of the parcels that contain low <br />concentrations of total extractable petroleum hydrocarbons. <br /> <br />Upon successful completion of the remediation, the Bradford parcels will be certified by <br />DTSC through either site certification of completion or a "No Further Action" letter. This <br />process provides "closure" for the Agency and City which means the Bradford parcels <br />are now ready for development. <br /> <br />Green Environment Inc. is well informed about the matters facing the Bradford parcels <br />after preparing the Phase I and 1/ Environmental Site Assessment, Report on Additional <br />Evaluation of Soil and Groundwater, and Focus Risk Assessment, and therefore, they <br />would be the most appropriate firm to complete the environmental remediation process. <br /> <br />ALTERNATIVES <br />Council and Board may select another environmental consultant to conduct the <br />Removal Action Workplan and remediate the soils. <br />
