<br />6.1A <br />Page 1 <br /> <br />REPORT <br /> <br />To the Hono.rable Mayor and Oity Council <br />f{ofll the O~na ef <br /> <br /> <br />July 7, 2008 <br /> <br />SUBJECT <br />Subdivision Map and Subdivision Improvement Agreement -The Preserve at Redwood <br />Shores <br /> <br />RECOMMENDATION <br />1) Approve the Subdivision Map for the Preserve at Redwood Shores (the "Subdivision <br />Map"), 2) approve the vacations as noted on the Subdivision Map, 3) accept the <br />dedications as noted on the Subdivision Map, and 4) approve and authorize execution <br />of the Subdivision Improvement Agreement for The Preserve at Redwood Shores. <br /> <br />BACKGROUND <br />On December 18, 2007, the Planning Commission certified the Environmental Impact <br />Report (EIR), approved the General Plan Amendment, the Zoning Map Amendment, <br />and the Precise Plan for The Preserve at Redwood Shores (Area H). On June 17, <br />2007, the Planning Commission. approved the Tentative Map and the Planned <br />Community Permit for this project. The subdivider, Keech Properties LLC, is ready to <br />record the Final Subdivision Maps for The Preserve at Redwood Shores. <br /> <br />The Preserve at Redwood Shores is a significant project since it subdivides the last <br />available land in Redwood Shores known as Area H. The project will divide Area H into <br />7 parcels. Please see subdivision map (Attachment 1). Three of these parcelS will be <br />deeded to the City of Redwood City, one parcel will be deeded to the Belmont-Redwood <br />Shores School District for the new school, two parcels will be developed into <br />townhomes, and one parcel will be deeded to the Federal Fish and Wildlife Services <br />after the wetlands have been restored. <br /> <br />The three parcels deeded to the City will be developed by Keech Properties LLC. One <br />parcel will be developed as an inland waterway similar to the other lagoons in Redwood <br />Shores. A second parcel will be developed as a municipal park. A new exterior levee <br />will be constructed on the third parcel (Lot 5). The levee will be certified to meet the <br />standards of the Federal Emergency Management Agency (FEMA). The park and <br />levee lots will be subject to reservations for public access as required by the permit <br />issued by the Bay Conservation and Development Commission. <br /> <br />The work to restore the wetlands, Lot 1, will breach the existing exterior levee to return <br />the existing area to a full tidal wetland. The restoration will be completed over time and <br />will be performed under the supervision of the U.S. Army Corps of Engineers and other <br />federal and state permitting agencies. <br /> <br />The park site, Lot 6, will be developed as a 3.2 acre neighborhood park with two tennis <br />courts, a par1<:ing lot, a lagoon, restroom, and landscaping amenities. The park will be <br />constructed as part of the subdivision work provided for in the Subdivision Agreement. <br />
