As design has progressed,
some of the basic assumptions relative to scope of the design have been expanded to improve pumping
efficiency, operational flexibility, neighborhood impacts, and site security. These additional features
require a scope and fee modification to accommodate the new improvements. Specifically, the
following changes and additions are required:

1. Hydraulic modeling determined that variable frequency drives (VFDs) would improve pump
efficiency and operational flexibility. Inclusion of VFDs requires modification to the existing
pump motors, additional space to house this equipment within the pump station enclosure, and
rework associated with the electrical design presented in the Preliminary Design Technical
Memorandum;
2. The pump station building is currently envisioned to be cOlllprised of two rooms, and will
encompass an area occupied by the existing flow meter vault. This configuration is more
complex than that envisioned during the development of the initial design scope, and requires
special slab design to accommodate existing structures and isolation of the new generator pad;
3. The final building location will require relocation of utilities not impacted by initial
configurations;
4. RMC has developed multiple iterations of layout and section figures of the pump station for the
City's use in negotiation with SFPUC (not part of the final design plans);
5. The project duration has extended beyond the schedule originally assumed by RMC. The time
extension has resulted in additional project management expenditures.

Project Schedule

RMC will complete the design of the Glenwood Pump Station is accordance with a schedule that is
mutually agreeable to both the City and RMC. RMC's proposed schedule for completing the design is
as follows:

. Submit 65% Deliverable:
. Submit 100% Deliverable:
. Submit Bid Documents:

December 18,2009
60 days after receipt of comments from City on 65% submittal
30 days after receipt of comments from City on 100% submittal

These additional work items will improve the overall efficiency and reliability of the Glenwood Pump
Station, and provide long term value to the City. Thank you for your consideration of our budget
amendment request. We look forward to working with you as we complete the final design of this
facility.

Sincerely,

b~~

Dennis Gellerman
Project Manager
