<br />June 24, 2008 <br /> <br />, Exhibit 'A' <br /> <br />SCOPE OF SERVICES <br /> <br />Professional Services Agreement <br /> <br />We are pleased to offer the professional consulting services of Bill Korbholz to the City of <br />Redwood City for completion of Stage 11 of the Water Allocation Program. <br /> <br />Background <br /> <br />KorTech has been the prime contractor for the Water Allocation Program since its inception in <br />2001. Since that contract was let, the scope of work of Stage 11 has <br />increased significantly due to the following changes: <br /> <br />1. A decision was made to calculate water allocations to the level of subsite, vs. site, as was <br />originally planned. A subsite is a collection of water meters of the same water use type at <br />a site. This change is required in order to implement budget-based billing using tiered <br />rates and penalties that apply to specific water use types. <br /> <br />2. Implementing budget-based billing and subsite-based allocations created serious design <br />issues for the Utility Billing System, all of which were unanticipated. A tremendous amount <br />
