<br />6.1A <br />Page 1 <br /> <br />REPORT <br /> <br /> <br />July 21, 2008 <br /> <br />SUBJECT <br />Award of Contract - Veterans Boulevard Storm Drain Pump Station Electrical Upgrade <br />Project. <br /> <br />RECOMMENDATION <br />Approve, by motion, the contract documents and award the contract for the Veterans <br />Boulevard Storm Drain Pump Station Electrical Upgrade Project to the lowest <br />responsible bidder, Pleasanton Engineering Contractors, Inc., of Pleasanton for their <br />responsive and responsible low bid of $349,563.00 and authorize the City Manager to <br />increase the contract amount up to 10% if necessary. <br /> <br />BACKGROUND <br />The existing pump station houses electrical control panels, transfer switches, and other <br />electrical equipment in a basement-like structure. A number of safety and maintenance <br />issues result from the location of electrical equipment below grade. The most significant <br />of these issues is that the structure is subject to flooding which may result in an <br />electrocution hazard for anyone who gains entry. Maintenance staff may be at risk as <br />well as unauthorized personnel who repeatedly access the structure. <br /> <br />The work of this project includes the construction of a concrete masonry unit building, <br />the relocation and reconnection of all electrical and other equipment, and the provision <br />of a generator to ensure uninterrupted service. <br /> <br />One bid was received at the bid opening on May 28,2008, and is summarized below. <br /> <br /> <br />Recommended Bidder: Pleasanton Engineering Contractors, Inc. <br /> <br />Substantiation: Pleasanton Engineering Contractors, Inc. is the lowest responsive and responsible <br />bidder. <br /> <br />The low bid of $349,563.00 from Pleasanton Engineering Contractors, Inc. is 56% <br />higher than the Engineer's estimate of $223,000.00 for the cost of construction. Staff <br />attributes this variance to a bidding environment marked by limited competition due to <br />small project size and the availability of the required trade specialties. Staff believes <br />that the low bid of $349,563.00 is reasonable, responsive, and responsible and <br />recommends awarding the contract to Pleasanton Engineering Contractors, Inc. <br />
