<br />REPORT <br /> <br />6.1C <br />Page 1 <br /> <br />To the Honorable Mayor and City Council <br />Frqm th~ Ci ; M,~o.~~r <br /> <br />July 21, 2008 <br /> <br />SUBJECT <br />Amendment of Agreement with San Mateo County to provide Information and Referral <br />Services at Fair Oaks Community Center and to include Early Entry Shelter Program. <br /> <br />RECOMMENDATION <br />Approve by motion and authorize City Manager to sign the amendment to the <br />agreement between San Mateo County Human Services Agency and the City of <br />Redwood City for Information and Referral services provided at the Fair Oaks <br />Community Center and to add a provision for Early Entry Shelter Services. <br /> <br />BACKGROUND <br />In 1982, the County of San Mateo first contracted with the City of Redwood City to <br />provide information and referral services at the Fair Oaks Community Center to low- <br />income residents of Redwood City, North Fair Oaks, Woodside, Atherton, and Portola <br />Valley. Since that time, the program has grown to meet the demand for services with <br />joint funding from both the County and the City. Currently, approximately 75% of the <br />residents seeking services are from Redwood City and approximately 25% of the <br />residents seeking services are from unincorporated North Fair Oaks. <br /> <br />The Information and Referral Program provides information and referral, needs <br />assessments, crisis intervention, short-term emergency assistance, shelter referrals, <br />forms and translation assistance, housing assistance and advocacy, and serves as a <br />"first-stop" for individual and families in need in our community. Working closely with <br />the County's Human Services Agency and other local non-profit organizations, the <br />information and referral program is able to help thousands of individuals and families in <br />need each year. The Early Entry Shelter Program serves single homeless adults who <br />are seeking shelter and are willing and eligible to go into shelter anywhere in San Mateo <br />County with access to a motel bed when no space is available at any of the shelters. <br /> <br />Last year we entered into a three-year contract with the County of San Mateo expecting <br />to amend it annually to reflect specific funding amounts. This amendment specifies that <br />annual amount at not to exceed $71,369 for Information and Referral Services and <br />reflects the County's decision to include the funding provided for the Early Entry Shelter <br />Program at Fair Oaks Community Center under this amendment rather than a separate <br />agreement. The Early Entry Shelter funding for Fiscal Year 08-09 is not to exceed <br />$15,000. <br /> <br />AL TERNA TIVES <br />Council could choose not to sign the agreement - and not accept funding from San <br />Mateo County Human Services Agency for the Fair Oaks Community Center <br />Information and Referral program and Early Entry Shelter Program. <br />
