REPORT

6.28
Page 1
To the Honorable Mayor and City Council
From thE! Ci .' Man~. er

July 21, 2008

SUBJECT
Revisions to the Engineering Standards - Surveying and Grading Criteria.

RECOMMENDATION
Approve, by resolution, revision of the Engineering Standards, Volume III -"Design
Criteria", Part II - "Soils and Grading Criteria" as adopted by Council on December 4,
2006. and revision of the title of Part 1\ to "Surveying and Grading Criteria".

BACKGROUND
The Engineering Standards provide design criteria and quality assurance for both
private and public construction conducted in the City's right-of-way. Council adopted
the Engineering Standards currently in effect on December 4, 2006. It is a document
that requires periodic review and revision to reflect changes in the codes and/or
technology.

This proposed addendum modifies the Engineering Standards to reflect two changes as
follows.
. The new elevation reference system -- NA V088 - is specified as the prevailing
criteria for surveying activity. This datum replaces the obsolete 1929 datum.
. The new building code -- the International Building Code -- adopted by City Council
in January of 2008, contains provisions for grading that will be incorporated into the
Engineering Standards.

Adoption of the proposed addendum will ensure consistency between the City's
Engineering Standards, the updated elevation reference system. and the new building
code. With Council's approval, the City Engineer will update the appropriate sections of
the Engineering Standards, notify all known users, and accordingly modify the
information available on the City's website. '

Sections of the City's Engineering Standards relevant to this report are available for
review in the City Clerk's office.

AL TERNA TIVES
Council may choose not to approve this addendum to the Engineering Standards.

FISCAL IMPACT
's no fiscal impact associated with this a

~~
Peter Ingram
City Manager

.........

ATTACHMENTS
Resolution

RELATED DOCUMENTS IN CITY CLERK'S OFFICE
Engineering Standards
