<br /> <br />88 <br />Page 1 <br /> <br />July 28, 2008 <br /> <br />SUBJECT <br />Submission of certain amendments to the Redwood City Charter to the voters of the <br />City of Redwood City <br /> <br />RECOMMENDATION <br />1. Adopt a resolution calling and giving notice for the holding of a special <br />municipal election on November 4, 2008, for the submission of proposed <br />amendments to the Charter of the City of Redwood City; setting forth the <br />ballot questions as each will appear on the ballot; setting forth the relevant <br />election calendar for ballot arguments; directing that the full text of the each of <br />the initiatives are to be included in the ballot pamphlet; directing the City <br />Attorney to prepare impartial analyses of each proposal, and directing City <br />Council to draft arguments in favor of City Council sponsored measure and <br />against Two-Thirds Vote Approval measure. <br /> <br />2. Adopt a resolution requesting the Board of Supervisors of the County of San <br />Mateo to consolidate the Redwood City special municipal election with the <br />statewide general election to be held on November 4,2008. <br /> <br />3. Authorize the City Clerk to enter into a Service Agreement for the provision of <br />election services with the San Mateo County Chief Elections Officer to <br />conduct a special election for the City of Redwood City. <br /> <br />4. Direct the City Clerk to provide all election notices required by law and file the <br />resolutions with the County of San Mateo. <br /> <br />BACKGROUND <br />The Redwood City Charter was adopted by the voters of Redwood City in 1929 and has <br />been amended on thirteen occasions, last being amended in 2007. On May 28,2008, <br />an initiative petition to amend the City charter entitled "A City Charter Amendment <br />Requiring A Two-Thirds Vote of City Voters to Change the General Plan Designation or <br />Zoning Ordinance Uses for Certain Lands in the City" was submitted to the City Clerk. <br />The San Mateo County Chief Elections Officer was engaged to and did verify and count <br />the number of signatures which had been placed on the petitions. On July 7, 2008, the <br />City Clerk submitted her report to the City Council finding that sufficient valid signatures <br />had been obtained to place the proposed initiative measure on a ballot. Thereafter, the <br />City Council certified the results of the signature examination. <br /> <br />On July 21 and 28, 2008, the City Council reviewed, discussed and considered a <br />proposed a city sponsored amendment to the Redwood City Charter, entitled, ''The <br />Voter Approval Requirement for Future Development of Cargill Lands", Having <br />considered said Charter amendment, the City Council approved its submission to the <br /> <br />1 <br />
