<br />REp:ORT <br /> <br />6.3A <br />Page 1 <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />July 28, 2008 <br /> <br />SUBJECT <br />Sewer Connection and Service - 1340 Edgewood Road in unincorporated San Mateo <br />County, CA. <br /> <br />RECOMMENDATION <br />Approve, by resolution, a request to the Local Agency Formation Commission (LAFCo) <br />for extension of sewer service outside jurisdictional boundaries to 1340 Edgewood <br />Road, unincorporated San Mateo County, pursuant to Government Code Section <br />56133. <br /> <br />BACKGROUND <br />The property at 1340 Edgewood Road (APN 058-030-030) is outside the city's <br />jurisdictional boundaries but within the city's sphere of influence and sewer service <br />area. The owner of the parcel has applied to San Mateo County for approval to <br />subdivide and construct a new single family home. The proposed development requires <br />a new sewer connection and service from the city. <br /> <br />On March 31, 2008, Council approved a request to LAFCo for water service extension <br />to 1340 Edgewood Road. <br /> <br />Staff recommends that the city request LAFCo's approval to extend sewer service <br />outside jurisdictional boundaries to 1340 Edgewood Road pursuant to Government <br />Code Section 56133. LAFCo requires Council approval, by resolution, of requests that <br />the City makes to LAFCo for extensions of service. The proposed sewer service <br />extension will provide sewer connection and service to the newly subdivided lot located <br />at 1340 Edgewood Road. Extension of service is subject to the following conditions and <br />fees. <br />1. LAFCo approval of the application for the proposed extension of sewer service; <br />2. Property owner's payment of LAFCo fees; <br />3. After approval of the construction drawings by the San Mateo County Building <br />Department and upon application for new sewer service, property owner's payment <br />of all applicable Redwood City fees, including connection fees and construction <br />costs associated with providing proposed sewer service extension; <br />4. Extension of sewer service must occur on or after the effective date of City <br />Ordinance No. 2334 amending Sections 27.50.5 and 27.50.7 of the Municipal Code. <br /> <br />Al TERNA TIVES <br />Council may choose not to approve application to LAFCo for the extension of service <br />which would result in the denial of sewer connection and service to a newly subdivided <br />lot. <br /> <br />FISCAL IMPACT <br />There is no fiscal impact to the City. Applicant will pay all associated connection fees, <br />as well as monthly service charges. <br />
