REp:ORT 6.3A Page 1 To the Honorable Mayor and City Council From the City Manager July 28, 2008 SUBJECT Sewer Connection and Service - 1340 Edgewood Road in unincorporated San Mateo County, CA. RECOMMENDATION Approve, by resolution, a request to the Local Agency Formation Commission (LAFCo) for extension of sewer service outside jurisdictional boundaries to 1340 Edgewood Road, unincorporated San Mateo County, pursuant to Government Code Section 56133. BACKGROUND The property at 1340 Edgewood Road (APN 058-030-030) is outside the city's jurisdictional boundaries but within the city's sphere of influence and sewer service area. The owner of the parcel has applied to San Mateo County for approval to subdivide and construct a new single family home. The proposed development requires a new sewer connection and service from the city. On March 31, 2008, Council approved a request to LAFCo for water service extension to 1340 Edgewood Road. Staff recommends that the city request LAFCo's approval to extend sewer service outside jurisdictional boundaries to 1340 Edgewood Road pursuant to Government Code Section 56133. LAFCo requires Council approval, by resolution, of requests that the City makes to LAFCo for extensions of service. The proposed sewer service extension will provide sewer connection and service to the newly subdivided lot located at 1340 Edgewood Road. Extension of service is subject to the following conditions and fees. 1. LAFCo approval of the application for the proposed extension of sewer service; 2. Property owner's payment of LAFCo fees; 3. After approval of the construction drawings by the San Mateo County Building Department and upon application for new sewer service, property owner's payment of all applicable Redwood City fees, including connection fees and construction costs associated with providing proposed sewer service extension; 4. Extension of sewer service must occur on or after the effective date of City Ordinance No. 2334 amending Sections 27.50.5 and 27.50.7 of the Municipal Code. Al TERNA TIVES Council may choose not to approve application to LAFCo for the extension of service which would result in the denial of sewer connection and service to a newly subdivided lot. FISCAL IMPACT There is no fiscal impact to the City. Applicant will pay all associated connection fees, as well as monthly service charges.
