8A Page 1 July 28,2008 SUBJECT Draft amendment to Redwood City Charter initially entitled, "The Voter Approval Requirement for Future Development of Cargill Lands". RECOMMENDATION Consider adoption of Resolution submitting the proposed city sponsored Charter amendment to voters of Redwood City. BACKGROUND At the July 21, 2008 meeting, the City Council heard testimony from the public with respect to a proposed city sponsored amendment to the Redwood City Charter initially entitled, "The Voter Approval Requirement for Future Development of Cargill Lands". This measure would require majority voter approval for development of the Cargill lands. The City Council made suggestions with respect to the city sponsored measure and directed staff to refine the measure and return the measure to the City Council for further consideration. Attached to this report is a red-lined version of the city sponsored measure which indicates changes to the initial draft by showing in brackets { } deletion of language and underline indicating addition of language. Also attached is a final draft version of the measure. The City Council may direct that further changes be made or may accept the attached draft as an amendment to the City's Charter to be submitted to the voters of Redwood City and order it placed on a ballot. Also attached is a resolution submitting the measure to the voters of Redwood City.
