House of Representatives passed a comprehensive housing and foreclosure crisis
response package on July 23 containing $3.9 billion for Neighborhood Stabilization Funding for
state and local governments to use for foreclosed property acquisition and rehabilitation. The
President rescinded his original veto threat on the measure (HR 3221) Wednesday morning. He
had objected to the inclusion of the neighborhood stabilization funding. The bill is now being
considered (and expected to be approved) by the Senate. The President is expected to sign the
measure into law this weekend. Arnold Schwarzenegger letters requesting a VETO on AB
983 (Ma). This bill represents a major shift in public contracting to the detriment of cities, as it will
increase the ability for contractors to push through costly change orders on public works projects.
For more, see Page 3.
