Exhibit A-I

4. The purpose of this Charter Amendment is to require a majority of Redwood
City voters to approve future development of Cargill Lands. At the same time,
the Charter Amendment does not make any changes to the current land use
designations for Cargill Lands in the General Plan or Zoning Code and neither
expands nor restricts the current permissible uses of that land.

Section 3:

Charter Amendment

The Charter of the City of Redwood City is hereby amended to add a new Section 6a, as
follows:
Section 6a. Voter Approval

Any City Council legislative action permitting or approving development of the Cargill
Lands shall not be effective until ratified by a majority of Redwood City voters at a
general or special municipal election. City Council shall set the measure required by this
section on the ballot at the first general municipal election or statewide election which
occurs at least 88 days after the City Council action.

B. Definitions

For the purposes of this Section 6a, the following definitions shall apply:

1.
