<br />Exhibit A-I <br /> <br />4. The purpose of this Charter Amendment is to require a majority of Redwood <br />City voters to approve future development of Cargill Lands. At the same time, <br />the Charter Amendment does not make any changes to the current land use <br />designations for Cargill Lands in the General Plan or Zoning Code and neither <br />expands nor restricts the current permissible uses of that land. <br /> <br />Section 3: <br /> <br />Charter Amendment <br /> <br />The Charter of the City of Redwood City is hereby amended to add a new Section 6a, as <br />follows: <br />Section 6a. Voter Approval Requirement Regarding Future Development of Cargill <br />Lands <br /> <br />A. Voter Approval <br /> <br />Any City Council legislative action permitting or approving development of the Cargill <br />Lands shall not be effective until ratified by a majority of Redwood City voters at a <br />general or special municipal election. City Council shall set the measure required by this <br />section on the ballot at the first general municipal election or statewide election which <br />occurs at least 88 days after the City Council action. <br /> <br />B. Definitions <br /> <br />For the purposes of this Section 6a, the following definitions shall apply: <br /> <br />1. "Cargill Lands" means approximately 1,450 acres of the Cargill industrial salt <br />plant and ponds located east of Highway 101 and south of Seaport Boulevard. This <br />property is described by the following Assessor Parcel numbers in effect as of July 1, <br />2008: 054-300-230; 054-300-670; 054-310-100; 054-310-120; 054-310-140; 054-310- <br />160; 055-010-270; and 055-400-230. <br /> <br />2. "Development" means any use of Cargill Lands for other than the following: <br />(a) agriculture; (b) extraction of chemicals from sea water by natural evaporation and <br />extraction of oyster shells or other deposits from San Francisco Bay; (c) public parks and <br />public recreation areas or facilities; (d) restored wetlands; and (e) uses defined as <br />accessory or conditional to the Tidal Plain zoning district set forth in the Redwood City <br />Zoning Code as of July 1, 2008. <br /> <br />3. "Legislative action" means any amendment to the City's General Plan, Zoning <br />Code or Zoning Map, or any approval of a development agreement or specific or precise <br />plan. <br /> <br />2 <br />
