There is a press
conference today, Aug. 1 in Salinas. In addition, there are tentatively scheduled potential press
conferences in other cities including San Francisco, Modesto, Orange County, San Luis Obispo,
Santa Barbara, and the Inland Empire. Updates on the events will be provided through Priority
Focus.

'Board' Continued from Page 1...

Assembly Budget Chair John Laird (D-Santa Cruz) briefed the directors on the current budget
negotiations. Laird talked about how the Big Four (Senate Pro Tem Don Perata, Senate
Republican Leader Dave Cogdill, Assembly Speaker Karen Bass and Assembly Republican
Leader Mike Villines) have been meeting, but so, far a "budget architecture" has not been
presented. Laird said that the goal is to come up with a proposal that would balance the budget
into the future.

Jim Madaffer, League president and San Diego City Council president pro tem cut up one of the
"Bank of Local Government credit cards" and presented it to Assembly Member Laird to take
back to the Legislature.

The "Cut up the Card" campaign is designed to send a simple message that it is irresponsible for
the state to borrow to close its deficit. Board members enthusiastically pledged to bring this back
to their cities and engage fully in efforts to ensure that state leaders hear the message loudly. In
the spirit of the Boston Tea Party, council members will be holding credit card cutting ceremonies
in council chambers, participating in news conferences and passing resolutions.

Other Matters on the Agenda

The League's board had a full agenda of items for its July meeting induding a review of seven
separate initiatives targeted for the November 2008 ballot. Following presentations on a number
of those measures, the board decided to delay taking a final position until August or September.

In addition to the focus on the budget as it relates to the League's 2008 strategic priority to
protect funding for vital community services, the board also received updates on the other three
2008 priorities: support sustainable and green cities; expand infrastructure investment; and enact
honest and responsible eminent domain reform.

The board celebrated the League's recent victory in defeating Proposition 98 and passing Prop.
99 in June. It was a hard won success that came from the combined efforts of a well organized
coalition and the dedication of city staff working with the League of California Cities.

5
