<br />6.1C <br />Page 1 <br /> <br />REPORT <br /> <br />To th~ Hon'orabte Mayor and City Oouncil <br />From the OUy Manager . <br /> <br />August 11, 2008 <br /> <br />SUBJECT <br />Agreement with Wagstaff and Associates for Environmental Consulting Services for the Stanford <br />University Project <br /> <br />RECOMMENDATION <br />Approve an agreement for environmental consulting services with Wagstaff and Associates for <br />preparation of the "Stanford in Redwood City" Environmental Impact Report (EIR). <br /> <br />BACKGROUND <br />Stanford University has submitted an application for a new "Stanford in Redwood City" campus. <br />The Stanford University project would occupy a 35-acre portion of a larger 48-acre (former Mid- <br />Point Technology Park) campus that is intersected by Broadway and generally bounded by <br />Highway 101, Douglas Avenue, Bay Street and Second Avenue. The proposal includes <br />replacement of 537,000 square feet of existing Research and Development (R&D) building <br />space with approximately 1,525,000 square feet of administrative office space and to a lesser <br />extent medical clinic and R&D uses. The proposed concept plan would triple the size of the <br />existing campus with up to 12 commercial buildings requiring up to five parking structures and <br />5,000 parking spaces. <br /> <br />Planning Services and the applicant have determined that an EIR is required. Staff recently <br />issued Requests for Proposals (RFP) to nine environmental consulting firms. The RFP <br />requested an analysis of the potential environmental impacts associated with the Stanford <br />University project. Two qualifying environmental consulting firms responded to the RFP. The <br />proposals were scored according to the following criteria: 1) understanding of the project <br />scope; 2) experience; 3) project management; 4) budget and schedule; and 5) innovation. <br />Wagstaff and Associates had the highest score in most of these categories and is staff's <br />preferred consultant for this project. Their proposal, including sub-consultant work, is in the <br />amount of $354,250. <br /> <br />Additional consultant support not part of this agreement includes contract planning services with <br />Lorraine Weiss Development Design and Review and urban design consulting and precise plan <br />preparation with Bottomley and Associates. Both of these agreements are under $60,000 and <br />therefore executed by the City Manager. Stanford has submitted funds to cover these expenses. <br />It is anticipated that an agreement for fiscal and economic impact analyses will be forthcoming, <br />possibly for Council consideration. <br /> <br />ALTERNATIVE <br />Do not authorize execution of an agreement with Wagstaff and Associates and direct staff to <br />seek additional consultant proposals. <br />
