".: :.;.<~:.:::/.~.::::.::;:~~~~);:~-~~~:~\>~\::'/:.:::::.. <br /> <br /> <br />6.3A <br />age 1 <br /> <br />August 11, 2008 <br /> <br />SUBJECT <br />Commercial Park Development Fee Nexus Study Project <br /> <br />RECOMMENDATION <br />By resolution, amend the Fiscal Year 2008-09 Capital Improvement Program Budget to <br />add a Commercial Nexus Study project and appropriate funding from Capital <br />Improvement Projects Contingency funds for $60,000.00. <br /> <br />BACKGROUND <br />On October 22, 2007 the City Council approved two ordinances establishing an in lieu <br />fee on new residential development to help maintain the current 3.0 acres per 1,000 <br />resident park standard. The two ordinances went into effect on December 22, 2007. At <br />that time, Council directed staff to prepare a study to test the potential nexus of <br />commercial property development on the park system. The study is designed to assess <br />the impacts of non-residents visiting Redwood City parks because of new commercial <br />development. <br /> <br />The only other Peninsula City that has established a park development fee on <br />commercial development is the City of Palo Alto. The same methodology for <br />determining a nexus to commercial development used in Palo Alto, which involved <br />surveys of park patrons to determine whether park visitors were there as a result of <br />commercial development Le. their employment or use of a business, is proposed for the <br />nexus study of Redwood City parks. <br /> <br />During the Capital Improvement Project phase of the 2008-09 FY budget process, we <br />overlooked the need for submitting a new project requesting funding for a Commercial <br />Development - Park Nexus Study. The amount needed for Commercial Nexus Study <br />project is $60,000. <br /> <br />MIG, the same firm that produced the needs assessment for the residential park <br />development fee, has agreed to take on the study for the amount specified above. The <br />consultant expects the project to take three to four months, which would mean <br />completion no later than December of 2008. <br /> <br />ALTERNATIVES <br />Do not fund the Commercial Nexus Study and continue using only the residential park <br />development impact fee as a funding source for new park development. <br /> <br />FISCAL IMPACT <br /> <br />Approval of the project would reduce the amount available in the Capital Improvement <br />Program Contingency Fund. Depending on the results of the nexus study, a new <br />funding source for park and recreational facilities would be created. <br />
