7A
Page 2

(Please see attached "Revised Plan".) This revised design reduces the scope of the
encroachment permit, and has been approved and permitted by the City Engineer for
construction.

Next SteDs
The District's Board plans to meet again with area residents in late August for continued
discussion. The District will conduct a "circulation study" in the fall when the project is complete
and school is in session. This study will measure the volume of traffic at each driveway and will
allow an assessment of the additional traffic volume and traffic distribution on Elwood Street and
James Avenue. Based on the results of the study, the District may make further changes as
necessary to address unacceptable traffic impact, including gates or barriers at strategic
locations to direct traffic more effectively. Most area residents are satisfied with the current
revised plans and are more accepting of currently proposed changes as a result of better
communication by the District and the District's willingness to continue to address concerns
after completion of the circulation study.

Staff suggests that, if needed, a third-party--the Peninsula Conflict Resolution Center, become
involved as a facilitator to resolve future issues between the District and area residents. Staff
maintains that the proposed school improvements shoufd be developed in a way that prOvides
the greatest and most equitable safety benefrts to the school and the neighborhood.

~

Peter Delgado #--
Associate Engineer

Peterlngram ~
City Manager

~

Chu Chang, P.E., Acting Director
Community Development Services

ATTACHMENTS
1.
