This revised design reduces the scope of the <br />encroachment permit, and has been approved and permitted by the City Engineer for <br />construction. <br /> <br />Next SteDs <br />The District's Board plans to meet again with area residents in late August for continued <br />discussion. The District will conduct a "circulation study" in the fall when the project is complete <br />and school is in session. This study will measure the volume of traffic at each driveway and will <br />allow an assessment of the additional traffic volume and traffic distribution on Elwood Street and <br />James Avenue. Based on the results of the study, the District may make further changes as <br />necessary to address unacceptable traffic impact, including gates or barriers at strategic <br />locations to direct traffic more effectively. Most area residents are satisfied with the current <br />revised plans and are more accepting of currently proposed changes as a result of better <br />communication by the District and the District's willingness to continue to address concerns <br />after completion of the circulation study. <br /> <br />Staff suggests that, if needed, a third-party--the Peninsula Conflict Resolution Center, become <br />involved as a facilitator to resolve future issues between the District and area residents.
