<br />REPORT <br /> <br />6.18 <br />Page 1 <br /> <br />To the Honorable Mayor and City Council <br />From the Cit Mana er <br /> <br />August 25,2008 <br /> <br />SUBJECT <br />Agreement for support of the Redwood City Community Schools for FY 2008/2009 and <br />2009/2010 <br /> <br />RECOMMENDATION <br />Approve and authorize the City Manager to execute the agreement between the City of <br />Redwood City, County of San Mateo, and the Redwood City School District for support <br />of the Redwood City Community Schools (formerly identified as Redwood City Family <br />Centers) for fiscal year 2008/2009 and 2009/2010. <br /> <br />BACKGROUND <br />Several years ago, the City of Redwood City (City) in partnership with the Redwood City <br />School District (District) and the County of San Mateo (County) agreed to assist the <br />Community Schools with sustainability of the program at Fair Oaks, Hoover, Kennedy <br />and Taft schools. The Community Schools were established to actively involve <br />Redwood City residents, educators and human services providers in supporting <br />neighborhood children to become successful learners. The Community Schools provide <br />integrated support for children and families, including health services, family support <br />services, parent-community partnerships, adult education, and after-school programs. <br />This program is overseen by the Redwood City School District and supported by <br />Redwood City 2020. The Community Schools reach students and their families in a way <br />that' few programs are able. to do because they are strategically linked to the school <br />communities they serve. <br /> <br />The City, County, and District are funding the core operations of the Community <br />Schools with $100,000 from the City, $113,676 from the County, and $90,000 from the <br />District for fiscal year 2008/2009. <br /> <br />The total budget for the Community Schools for 2008/2009 is approximately $4.5 <br />million. Over 50% of the budget is comprised of redirected resources. Additional funds <br />include: $50,000 from the Grove Foundation; $155,000 from the Silicon Valley <br />Community Foundation; $51,500 from California Endowment; $200,000 from the <br />California Department of Education; $30,000 from the Westly Foundation; $35,000 from <br />the United Way of the Bay Area; and $500,000 from the After School Education and <br />Safety (ASES) and 21 st Century Grant. <br /> <br />The agreement between the City, the County and the District is interdependent: if any <br />one of the partners does not enter into the agreement and does not contribute, then the <br />remaining parties could withdraw their contributions. Given that the agreement is for <br />two years, at this time staff is requesting that Council approve the agreement for fiscal <br />year 2009/2010 in concept only. Funding for 2009/2010 agreement will be negotiated <br />and reflected in a form of an amendment to the agreement and will be presented to <br />Council for approval at a later time. <br />
