<br />REPORT <br /> <br /> <br />6.1A <br />Page 1 <br /> <br />August25,2008 <br /> <br />SUBJECT <br />Approval of a new Memorandum of Understanding (MOU) with the Police Officers' <br />Association (POA) <br /> <br />RECOMMENDATION <br />Approve by motion a MOU with the POA for a term of 3 years. <br /> <br />BACKGROUND <br />The POA's contract expires on August 31, 2008. The City and POA have been <br />negotiating over the last three months to reach an agreement on the terms and <br />conditions of a successor agreement. The parties have reached a tentative agreement <br />on a new MOU. The City has been informed that the POA ratified this tentative <br />agreement on August 7, 2008. The following is a summary of the tentative agreement <br />subject to City Council approval: <br /> <br />Term: <br />September 1, 2008 through August 31, 2011. <br /> <br />Salary: <br />Year 1: 4.23% salary increase which will bring the POA to median of the salary <br />survey market. <br />Year 2: Mean or median salary increase, whichever is greater. <br />Year 3: Mean or median salary increase, whichever is greater. <br /> <br />The mean or median salary increase methodology is the current formula used to <br />calculate salary increases for the POA and does not represent any change to the <br />survey design or salary increase calculation. <br /> <br />Uniform Allowance: <br />In addition to the standard uniforms provided Police Officers, the City agrees to <br />purchase one Battle Dress Uniform (BDU) to be worn at the direction of the Police <br />Chief or his/her designee. The cost of each SOU is estimated to be $165.00. <br /> <br />Sick Leave: <br />Regular full-time and probationary employees that are assigned to 12.5 hour shifts <br />will accrue sick leave at a rate of 12.5 hours per month. All other employees <br />represented by the unit will continue to receive sick leave accrual at a rate of 10 <br />hours per month. The maximum accrual for all employees in the unit will remain the <br />same at 1200 hou rs. <br /> <br />Dental: <br />Effective as soon as administratively possible, the lifetime maximum orthodonture <br />benefit will increase from $1,500 to $2,500. This is the same lifetime maximum <br />benefit that other bargaining units in the City receive. <br />
