Approve the contract documents and award the contract for the Fiscal Year <br />2008-2009 Utility Trench Repair Service to the lowest responsible bidder, Golden <br />State Utility Company, of Ceres, CA for their low bid of $233,150 <br />2.) Authorize the City Manager to increase the contract amount up to 10% if <br />necessary <br />3.} Authorize the City Manager to approve up to four subsequent extensions of one <br />year periods or parts thereof in an amount not to exceed five percent above the <br />previous Agreement year. <br /> <br />BACKGROUND <br />The City's water and sewer utility crews routinely cut into City streets for repair and <br />maintenance of the City-owned underground pipe systems. Following these repairs, the <br />trenches need to be repaved and the street surface restored promptly. The City <br />performs this trench repair work by contract in most cases, since City Street crews <br />focus on the maintenance and preservation of the City's street surfaces. The trench <br />repair service enables the timely completion of utility-caused paving repairs when City <br />crews are unable to schedule them into their work plans. <br /> <br />The scope of services combines concrete sidewalk repairs and asphalt trench repairs in <br />the same contract. This approach has been taken in the past and staff has confirmed <br />that assigning the same contractor to perform both the concrete and paving provides <br />the optimum response time, coordination and service to the community to complete <br />utility repair sites with the least disruption to residents and businesses. <br /> <br />Allowing the City Manager to extend the agreement for four additional one year periods <br />provides the opportunity to continue working with a contractor, if performance meets or <br />exceeds standards. <br /> <br />Bidder Bid Amount <br />Golden State Utility Co. $233,150 <br />JJR Construction, Inc. $295,000 <br />Stoloski & Gonzalez, Inc. $338,000 <br />Sposeto Enaineerina, Inc. $716,000 <br />--. .~. ~".'-"-' -~- .... ....- <br />Enaineer's Estimate $275,000 <br />Recommended Bidder: Golden State Utility Company <br />Substantiation: Golden State Utility Company is the lowest responsive and responsible bidder. <br />
