REPORT

6.28
Page 1
To the Honorable Mayor and City Council
From the Ci -' M~n.a ef

September 8, 2008

SUBJECT
Final Acceptance - 2006.2007 Watermain Replacement Project

RECOMMENDATION
Accept, by motion, the 2006-2007 Watermain Replacement Project and authorize the
release of bonds and retention according to city procedures.

BACKGROUND
On October 22, 2007, the City Council awarded the construction contract for the 2006-
2007 Watermain Replacement Project to Shaw Pipeline, Inc. of San Francisco, for their
lowest responsive bid of $1,958,420.00. The project has been successfully completed
in accordance with the plans and specifications. Two (2) change orders were issued
totaling $102,133.67 - 5.2% of the original contract amount. Change orders resulted
from unforeseeable conditions and quantity adjustments. The final contract cost is
$2,060,553.67.

The 2006-2007 Watermain Replacement Project is part of an annual effort to
systematically replace sections of the water distribution system that are dated and
failing, have a history of service disruptions due to leaks, or provide insufficient fire
protection due to inadequate pressure and capacity limitations. Engineering and the
Public Works Services departments annually review and update a list of aging water
mains to prioritize areas for replacement efforts. The 2006-2007 Watermain
Replacement Project replaced nearly one and a half miles of watermain at various
locations along Bay Road. Engineering staff designed and provided the construction
administration on the project.

ALTERNATIVES
Council may choose not to accept the project which would be contrary to prior Council
action.

FISCAL IMPACT
Funding for this project was approved and appropriated in the budget for Fiscal Year
2006/07 - Water Fund Capital Projects, Distribution System Replacement Program.

~~~~
Brian Lee, P.E.
Senior Civil Engineer
~
Chu Chang, P.E., Actin I rector
Community Development Services
Peter Ingram
City Manager
ATTACHMENTS
None
RELATED DOCUMENTS IN CITY CLERK'S OFFICE
None
